Stray not tolerated! A bench of two judges of the Supreme Court took self -cognizance and ordered to hold stray dogs in a dog shelter on August 11. This led to a wave of opposition from dog lovers. When several petitions arrived in protest against the order, a bench of three judges of the court finally changed the order. Now according to the new order, stray dogs will be caught and their sterilization and vaccination will be released from where they were caught. The decision was given by a three -judge bench of Justice Vikramnath, Justice Mehta, Justice NV Anjaria. The Supreme Court has also issued notice to all states and union territories in this regard.

Due to this, while active activists, animal lovers are happy with this decision, it is like a shock for the supporters of being completely removed. However, infected dogs will also be kept separate in dog shelters. But the question is how these dogs will be identified and how will they be separated. People who are advocating stray dogs to completely remove the streets say that now people put food everywhere, which also causes dirt and sometimes they become violent in the fight of dogs to eat. Even on this, the apex court has ordered that the municipal body should identify stray dogs in each ward with immediate effect. The court has clarified that no institution or person will feed dogs everywhere on the road.

On August 11, a bench of Justices JB Pardiwala and R Mahadevan took automatic cognizance of the problem of stray dog ​​bites due to incidents of violence of dogs and removing stray dogs across the country. His bench gave several instructions to remove stray dogs from the roads. The first order was that all stray dogs should be caught and kept in the dog shelter and there should be sterilization. Even after vaccination, he was forbidden to be released again.

Actually there are reasons. Statistics released by the Ministry of Animal Husbandry and Dairy show that a total of 3717336 cases of dog cutting were reported from January 2024 to December 2024. That is, more than 37 lakh people were bitten by dogs. According to PIB data, 21,95122 cases were from rural areas. In 2025, 37 people died due to rabies due to dog bites. According to the report released by the ministry, 519704 cases were of children under 15 years of age. In the capital Delhi, there were cases of more than 25 thousand dog bites in 2024, while in Maharashtra, this number was more than 4 lakh 85 thousand. Four lakh 80 thousand in Tamil Nadu, three lakh 92 thousand in Gujarat, three lakh 61 thousand in Karnataka, one lakh 64 thousand in Uttar Pradesh, one lakh 40 thousand in Rajasthan, two lakh 63 thousand in Bihar, two lakh 45 thousand in Andhra Pradesh and one lakh 66 thousand in Assam were deducted by dogs last year.

Joginder Singh Outlook, who has advocated the removal of stray dogs from the streets, says, “I have been fighting for this for a long time. I have gone to court with this matter. I have fought a lot to not keep stray dogs in my area. Those who love dogs should think that children cannot play outside, the elderly cannot walk, then what is the use of such animal love. ”

They say that reports of dog bite live in the newspaper every day. Rabies injections are not available in hospitals. Many times a person dies due to non -injections on time. Therefore, it is important that their population stops in the residential illusions and the place of dumping every food is determined.

Environmental worker and animal lover Manu Singh expresses happiness over amendment in the decision to keep in the shelter home forever. He says, “This order was not only a court instruction, but a deep injury to our cultural soul and constitutional values.” Crores of people in Pitru-Paksha offer their first bread to the dogs in memory of their ancestors. Joginder Singh asks, “Where there are problems in children’s vaccination in India, will all the dogs be vaccinated in a country like India, where both resources and will is lacking?” It can be expected on their question that the system should be fully implemented.

Helpline number help

The court said that it would be mandatory to issue a helpline number of each municipal body, so that a complaint can be made about violation of the order. After the complaint, appropriate action will be taken against the person concerned or NGO. If any person or institution obstructs, strict action will be taken on it. If any dog ​​lover, animal lover or NGO wants to file an application in the Supreme Court regarding this matter, then the individual application will have to deposit Rs 25,000 and the NGO will have to deposit an amount of Rs 2 lakh in the Supreme Court Registry. There will be a hearing only after doing so. The court also clarified that this money would be used in the care of stray dogs.

Adoption option

The court has also given the option to adopt stray dogs. It will be the responsibility of the adopting person not to leave the dog again on the road. The court has said the municipal bodies that they give an affidavit, which contains data on existing structural resources. These figures have stated the number of dog shelters, veterinarians, dog catching staff, special vehicles of dog catching and fine number of cages.

However, they also get light on the attitude of urban people towards animals. If we look at the statistics, the incidents of dog bites are about three-fourths in rural areas, but the complaint is more in cities. What is the meaning of creating a shelter home for stray dogs across the country is also important. Things will be organized only when the attitudes are balanced.
