The proceedings of the Lok Sabha, the lower house of Parliament, were adjourned for the day on Monday. Slogans were raised repeatedly on the first day of the winter session of Parliament with the ruling party alleging that the opposition MPs were not allowing the House to function.

From 11 am to 2 pm, the proceedings of the House were adjourned a total of three times and only about 50 minutes of legislative work could be done.

Union Finance Minister Nirmala Sitharaman introduced the Manipur Goods and Services Tax (Second Amendment) Bill, 2025 in the House for consideration and passing.

The Union Finance Minister said in the House amid repeated sloganeering, “The Central Government has amended sections 121 to 134 of the Central Goods and Services Act of 2017, specifically the Finance Act 2025. It was passed by the Parliament and enacted in 2024. These changes also became effective from October 2025 after more than half of the states updated their GST. But unfortunately the GST in Manipur was not implemented on time. This could happen because the state assembly was suspended.”

Meanwhile, MP Krishna Prashant Teneti, who was sitting in the Speaker’s chair, urged the opposition MPs to maintain decorum and return to their seats where they could be heard properly.

Sitting on the Speaker’s chair, MP Krishna Prashant Teneti said, “Please sit down. Please go back to your seats, let the proceedings go on, I will listen to you but not like this. Please go back to your seats so that I can hear you, right now I cannot hear you. If 20-40 people speak together then I cannot hear you.”

Despite repeated requests, the sloganeering continued, due to which the Chairman had to adjourn the House proceedings.

The MP said, “Do you want to listen or not? If you do not want to listen, then the House is adjourned till 11 am on Tuesday, December 2.”

Earlier, several opposition leaders raised slogans of “vote chor, gaddi chhod” in the House and demanded a discussion on the ongoing Special Intensive Revision (SIR) of voter lists across the country. These slogans continued to be raised throughout the day.

Union Finance Minister Nirmala Sitharaman introduced the Health Care to National Security Cess Bill, 2025 and the Central Excise (Amendment) Bill, 2025. The bill was introduced in the House by voice vote.
