Congress MP Mohammad Javed on Tuesday proposed to move a no-confidence motion against Lok Sabha Speaker Om Birla. More than 50 MPs voted in favor of passing the resolution, after which BJP MP Jagdambika Pal, sitting in the chair, gave permission to the Congress MP.
Jagdambika Pal said 10 hours have been allotted for the debate and urged the MPs to stick to the motion. He said that the Speaker has shown generosity in terms of permissions and procedure for the opposition’s motion.
Before voting on the motion, AIMIM MP Asaduddin Owaisi sparked a debate on the appointment of the Deputy Speaker in the Lok Sabha.
Congress MP KC Venugopal said the government has not appointed the Deputy Speaker for the last several years, creating a constitutional vacuum.
Questioning Jagdambika Pal’s authority, he said, “You were appointed by the Lok Sabha Speaker.”
He further said that the House should elect a person who will preside over the proceedings during the debate on the motion.
BJP MPs Ravi Shankar Prasad and Nishikant Dubey said the opposition’s objections were “baseless”.
Union Parliamentary Minister Kiren Rijiju also supported Nishikant Dubey on the matter, saying that “there was no need to raise this issue.”
A total of 118 opposition MPs have signed the resolution alleging “partisan” behavior by the Speaker after opposition leader Rahul Gandhi was not allowed to speak in the House. Congress MP Javed, while reading the motion, also mentioned that the Speaker falsely alleged that opposition women MPs were planning to physically attack the Prime Minister.
According to sources, Union Parliamentary Affairs Minister Kiren Rijiju will initiate the discussion on the proposal. BJP MPs Anurag Thakur, Nishikant Dubey, Ravi Shankar Prasad and Bhartrihari Mahtab will present their views on this subject. Chirag Paswan of Lok Janshakti Party (Ram Vilas) will also address the House during the discussion.
Congress MPs Gaurav Gogoi, Manish Tewari, Deepender Singh Hooda and Jyotimani will present their arguments in the Lok Sabha in favor of the motion demanding the removal of the Lok Sabha Speaker.
