If you live in Uttar Pradesh and use your bike or car to commute, then this news is very important for you. Please note that today—from April 15—a new and big rule has come into effect in UP. Now, if your vehicle does not have a High Security Registration Plate (HSRP), you will not be issued a ‘Pollution Under Control’ (PUC) certificate. This simply means that driving your vehicle on the road can be costly for you. The government has taken this step to stop the use of fake number plates and to prevent violation of traffic rules.
What is the new rule?
The Transport Department has linked the system of issuing PUC to the HSRP database. This means that now only those vehicles will be able to get PUC certificate, on which HSRP is applicable. PUC will not be issued to vehicles which do not have this plate. As a result, if you drive a vehicle without a valid PUC, it will be considered a traffic violation. Driving without PUC can result in a fine of up to ₹10,000. Additionally, there will be a separate penalty of ₹5,000 for not having HSRP. In other words, you may have to pay a total fine (challan) of up to ₹15,000.
To which vehicles does this rule apply?
This rule specifically applies to vehicles that were purchased *before* April 1, 2019. All vehicles purchased *after* April 1, 2019 already have HSRP. However, a large number of older vehicles still do not have this plate. Of the approximately 30 million (3 crore) old vehicles in the state, around 20 million (2 crore) vehicles are yet to be subject to HSRP.
What is HSRP, and why is it important?
HSRP is a special type of aluminum number plate which consists of:
* Hologram of Ashoka Chakra.
* A unique 10-digit laser-engraved code.
* Digitally recorded information related to the vehicle.

* It helps prevent vehicle theft and use of fake number plates.
* This plate cannot be easily removed or tampered with. * Registration number is clearly visible even at night.
* Complete vehicle information is stored securely in a government database.
