New Delhi, May 30 (IANS). The National Steering Committee (NSC) has approved the Strategic Investment Plan (SIP) for Visakhapatnam ITI Cluster, Andhra Pradesh. With this, it has become the first proposal to get approval under PM-SETU i.e. Prime Minister Skilling and Employability Transformation through Upgraded ITI (PM-SETU) scheme. The government gave this information on Saturday.
According to the Ministry of Skill Development and Entrepreneurship (MSDE), the proposal was submitted by ArcelorMittal Nippon Steel India (AM/NS India). With this, Andhra Pradesh has become the first state to implement industry partnership under PM-Setu, which has included Anchor Industry Partner (AIP).
This approval was given in the third meeting of the National Steering Committee organized by the Ministry.
This approval is the first concrete step towards implementing the vision of PM-Setu to transform Government Industrial Training Institutes (ITIs) into industry-managed and outcome-based institutes. For this, partnership arrangements will be made between state governments and major industry groups.
The meeting was presided over by Debashree Mukherjee, Secretary, Ministry of Skill Development and Entrepreneurship. Director General of Training (DGT) Dilip Kumar, senior officials of various central ministries, representatives of state governments, industry organizations and development partner organizations also attended the meeting.
Officials said the approval for the Visakhapatnam cluster is a significant achievement towards implementing the industry-led ‘hub and spoke’ model proposed under PM-Setu. This will also serve as a model for other states who want to increase participation of industries in vocational education and training.
Apart from this, the National Steering Committee also reviewed the progress of PM-Setu Scheme in various states and discussed issues like increasing participation of industries, strengthening the administrative structure, improving financial sustainability of Special Purpose Vehicles (SPVs) and expediting the implementation of projects.
According to the government, PM-Setu, with a budget of Rs 60,000 crore, is a flagship government scheme that aims to modernize 1,000 government ITIs through an industry-led ‘hub and spoke’ model. In this scheme, special emphasis has been laid on modernization of infrastructure, strong linkages with industries and increasing employability of youth.
The ministry said that so far 32 states and union territories have formed state level steering committees. At the same time, 12 states and union territories have also issued ‘Request for Proposal’ (RFP) to invite proposals from industries for selection of anchor industry partners.
