Bhopal, June 9 (IANS). Madhya Pradesh government has decided to abolish the 23-year-old ‘two child’ rule, giving a big relief to the youth and employees aspiring for government jobs.

Chief Minister Mohan Yadav on Tuesday gave instructions to withdraw this rule, after which now there will be no bar on candidates with more than two children from getting government jobs.

The Chief Minister has directed the General Administration Department to remove the draft provision included in the Madhya Pradesh Civil Services Rules, under which candidates with more than two children were considered ineligible for direct recruitment and departmental appointments. The state government has clarified that this draft has also been removed from the government portal with immediate effect.

It is noteworthy that this rule was implemented in the year 2001 by the then state government for the purpose of population control. As per the rule, a person having more than two living children on or after January 26, 2001, was considered ineligible for government service. This provision was applicable to direct recruitment as well as departmental promotions.

The impact of this rule was not limited to job candidates only. Under the Madhya Pradesh Civil Services (Conduct) Rules, 1965, having more than two children was categorized as indiscipline for government employees. If an employee had a third child after the cut-off date, departmental action could also be taken against him.

Chief Minister Mohan Yadav has reviewed this long-implemented provision and decided to abolish it. According to the government, the revised draft will be re-published as per the rules.

Employee organizations had also demanded review of this rule for a long time. His argument was that this provision is now outdated and causes unnecessary hardships to many families.

The government has said that a draft of new rules will be prepared and placed for public suggestions. The two-child requirement will not be implemented until the final notification is issued.
