Panaji. After the Goa night club accident, the State Disaster Management Authority has issued an advisory for all night clubs, restaurants, bars, event venues and similar places running in Goa. Under this, they have been instructed to strictly follow the rules of fire safety, electrical safety, emergency preparedness and structural safety. A video of the accident in the night club has surfaced. It can be seen in the video that the fire broke out while the dancer was dancing on the stage. People started running away from there, but within some time the fire took a terrible form and 25 people lost their lives. The advisory from the State Disaster Management Authority has asked everyone to maintain a valid fire NOC and follow all the rules laid down by the fire service department. The State Disaster Management Authority said that keep in mind the fixed occupancy limit and maximum capacity and do not allow your place to be overcrowded. Nightclubs, restaurants, bars and event venues should ensure that smoke/heat detectors, alarms, sprinklers, hydrants, hose reels and fire extinguishers are working. Use certified electrical wiring and protection devices and immediately remove unsafe, overloaded or temporary electrical connections.
The advisory states that all emergency exits and escape routes should be kept open with illuminated exit signs, evacuation maps and emergency lighting. Assign a fire safety officer to each shift and conduct documented evacuation drills at scheduled times. Staff training should include survival methods recommended by the State Disaster Management Authority. For example, if you get stuck and can’t get out safely, create a makeshift rope or ladder by tying bedsheets together if you have height.
The authority has also asked all the places to conduct an internal safety audit within 7 days and keep the report ready for inspection by the teams of the district administration, fire service or state disaster management authority. Everyone has been warned that strict action will be taken if the rules are not followed, including cancellation of license, suspension and prosecution under law. –
