Big relief to Haryana Roadways employees, they will get the opportunity of transfer with mutual consent till the new transfer policy: Anil Vij

Chandigarh. In a major relief to the Haryana Roadways employees, Haryana Transport Minister Anil Vij announced that till the new transfer policy is implemented by the state government, the Roadways employees will be provided one time transfer opportunity on the basis of mutual consent. He said that this arrangement will solve the actual needs of the employees and the availability and working capacity of the workforce in various depots will also not be affected. Along with this, Vij announced that for the convenience of the employees, arrangements of fans, proper seating arrangements, water coolers and separate toilets for male and female employees will be ensured in all the roadways workshops etc. of the state, so that a better working environment can be provided to the working employees. Vij was presiding over a meeting held in Chandigarh with officials of the Transport Department, Haryana Roadways Workers Union and Haryana Transport Employees Union. Additional Chief Secretary of Transport Department, Shri Raja Shekhar Vundru was also present in the meeting.
Private bus operators will have to follow the rules under the current kilometer scheme – Vij
During the meeting, issues related to private permits under Kilometer Scheme and Stage Carriage Scheme were discussed in detail. In this regard, Vij said that this matter is currently under consideration in the court, but till the matter is pending, all the private bus operators will have to completely follow the current prevailing policy and rules, otherwise action will be taken as per rules against the operators who disobey the rules, otherwise their bus will be grounded. He said that Haryana Roadways, apart from being a commercial organization, is also an important medium of public service because we are service providers. Therefore, operation of transport services will be ensured on all the designated routes, whether the buses are government buses or are being operated under the kilometer scheme.
Testing process of drivers will start soon, safety of passengers is paramount – Vij
The Transport Minister said that giving top priority to road safety, the department will soon start the testing process of drivers. He clearly said that safety of passengers is of paramount importance and to prevent accidents, the driver testing system will be strictly implemented in an effective and transparent manner.
Vij also directed the officials to review the routes and timetables of buses. He said that wherever possible, operation of government buses should be ensured first and then private buses should be operated after about 20 to 25 minutes, so that government transport services do not have to face unnecessary competition. Regarding the operation of electric buses, he said that an effective and practical model will be developed in Haryana, so that public transport can be made more modern, environment-friendly and sustainable in future.
Illegal encroachment will be removed from the land of Transport Department, instructions to all General Managers- Vij
Taking seriously the issue of possible encroachments on the land of Haryana Transport Department in the meeting, Vij directed the officials to conduct a comprehensive survey of the land of all the bus stands and bus depots of the state. If illegal encroachment is found anywhere, it should be removed with immediate effect. He also instructed all the General Managers to regularly monitor the assets located in their respective jurisdictions and send reports to the headquarters. Apart from this, he said that if any kind of encroachment is found in the premises of the bus stands, it should also be removed immediately, so that other public welfare facilities including electric charging stations can be developed there.

All eligible employees in Transport Department will be promoted on time- Vij

Vij also gave instructions to prepare a detailed proposal regarding recruitment of employees and other facilities in Haryana Roadways Engineering Corporation, Gurugram and send it to the government. Also, on the demand of the unions, they were asked to study the possibilities of construction of residential colonies for roadways employees and prepare a proposal. He directed the officers to ensure promotion of all eligible employees in a time bound manner as per the current rules, so that no employee is deprived of his statutory rights.
There will be a meeting soon with the concerned departments to settle the pending issues – Vij
In the meeting, topics related to various employee interests like earned leave, technical pay scale, bonus, deadline for settlement of commuted pension of retired employees, promotion process, risk allowance, uniform and shoe allowance, annual increment, rest house, daily allowance related powers and space for ticket counter in ISBT, Delhi were also discussed in detail. On this, Vij directed the concerned officials to prepare a comprehensive agenda after a detailed study of all these subjects and to ensure a one-time solution to the pending issues by holding a joint meeting with the concerned departments.
Director General of Transport Department Vinay Pratap Singh, State President of Haryana Roadways Workers Union Narendra Dinod, General Secretary Sumer Siwach, State President of Haryana Transport Employees Union Krishna Lal Nauhra, State General Secretary Dharmendra Kumar Sivan and other senior officials of the department and unions were present in the meeting.
