Jaipur,. State Chief Secretary V. Srinivas said that the Rajasthan government is working rapidly towards strengthening technology-based good governance and Integrated Financial Management System (IFMS) 3.0 is playing an important role in making the state’s financial system more transparent, accountable, traceable and citizen-centric. It is being made more efficient. He said that extensive use of modern technologies is being ensured in implementation of schemes, payment process, financial monitoring and accounting management. The Chief Secretary gave this information in the IFMS 3.0 webinar organized from the Secretariat on Wednesday. Instructing the officers to ensure timely implementation of all the modules, he said that in accordance with the good governance philosophy of Chief Minister Shri Bhajan Lal Sharma, the treasury and financial management system of the state is being made more modern, strong and reliable. He directed to make IFMS 3.0 more user friendly as well as pay special attention to the use of Artificial Intelligence based features and modern technologies. He stressed on better coordination between departments, simplification of processes and sharing of best practices being adopted in different districts. He also gave instructions to organize regular training and capacity development programs for drawing and distribution officers, district level officers and related personnel.
During the review of cyber security, the Chief Secretary said that data security is a very important subject in the digital financial system. He directed for strong cyber security protocols, regular security audits and increasing awareness about cyber threats. He said that to maintain the security and reliability of data, all departments will have to work with caution and responsibility.
Principal Secretary, Finance Department, Vaibhav Galaria said that IFMS 3.0 is an important initiative towards making the financial system of the state modern and transparent. He said that various departments and schemes are being connected to the digital platform in a phased manner and various financial systems including SNA Sparsh are being effectively implemented. He said that other states are also studying the financial management system of Rajasthan.
In the webinar, Additional Director (IFMS) Manish Shukla gave a detailed presentation on various modules of IFMS 3.0, treasury management, revenue management system, help desk and support system, SNA Sparsh and cyber security systems.
Special Government Secretary Finance (Budget) Shivangi Swarnkar, Joint Government Secretary (Treasury and Accounts) Sandhya Sharma and officials of Budget, Finance, Treasury and Accounts Department, (IT) NIC were present in the meeting. District Collectors, Treasury Officers and Deputy Treasury Officers of various districts joined the webinar through video conferencing.
