Jind The Rights Commission of Haryana Service has taken a tough stand on a case of negligence in civil service by the officials of the city council, Jind and disregarding the clear instructions of the state government. After carefully considering all the facts and circumstances of the case, the Commission found that the officials concerned did not work on 04 July 2023 as per the instructions issued by the Director, Urban Local Bodies Department, Haryana. It was clearly stated in these instructions that the property ID can be improved in unauthorized colonies, but it should be maintained ‘unauthorized’ tag. A spokesman of the Commission said that the city council, the clerk and the secretary of Jind rejected the applicant’s application, ignoring the above guidelines, causing unnecessary trouble to the applicant. The commission commented that “an ordinary citizen, who is working outside the state, had to make rounds of the city council only because the authorities did not follow the government’s instructions.”
Considering this negligence as serious, the Commission has convicted both officers under Section 17 (1) (H) of the Act. The Commission has imposed a symbolic penalty of one thousand rupees on each and at the same time the complainant has been instructed to pay a total compensation of Rs 2500-2500 to Rs 5 thousand.
The Commission has directed SGRA-cum-DMC, Jind to cut Rs 3500-3500 from the salary of October 2025 in November 2025 and the report should be sent to the Commission by 10 November 2025. Orders have also been given to deposit the penal amount in the state fund.
The Commission also found that there was an error in the disposal of the first appeal (FGRA), as the appeal did not reach the concerned officer. In this regard, GM (IT), Urban Local Bodies Department has been directed to ensure that all services and appeals are properly mapped from the right officers (DO, FGRA, SGRA).
In the end, the Commission has also warned SGRA-cum-DMC, Jind that he neither followed the instructions of 04.07.2023 nor gave the applicant an opportunity to hear under Section 7 of the Act. However, due to his unconditional apology and this is the first error, the Commission has advised him to warned and vigilance for the future.
The Commission has clarified that the names of all the officers involved in this case have been recorded in the database of the Commission. Disciplinary action will be recommended against them if any recurrence or negligence is found in future.
