An important meeting is going to be held soon regarding the salary revision of central government employees. The Drafting Committee of the National Council (Joint Consultative Mechanism) will meet on April 13, 2026 to discuss the final proposal to be submitted to the 8th Pay Commission. This meeting is taking place at a time when a large number of employees and pensioners are eagerly waiting for a decision regarding salary hike; As a result, expectations regarding the outcome of this meeting have increased significantly.

Committee engaged in preparing memorandum

The Drafting Committee is currently deliberating on key issues related to personnel. It is in the process of drafting a joint memorandum, which will cover matters related to pay, pension and service conditions, which will later be submitted to the 8th Pay Commission. In this regard, an important meeting of the Committee was also held on March 12, 2026, during which the suggestions presented by various employee and pensioner organizations were discussed. The Commission is currently working on a plan to prepare a comprehensive proposal combining all these suggestions.

8th Pay Commission: Mandate and Timeframe

In February 2026, the government informed the Parliament that the notification constituting the 8th Central Pay Commission has already been issued. As per the resolution dated November 3, 2025, the commission has been given 18 months from the date of its constitution to submit its recommendations. Furthermore, the Commission is entrusted with the responsibility of making recommendations regarding salaries, allowances, pensions and other benefits of Central Government employees with the aim of ensuring that they avail these benefits. Looking at this timeline, it is expected that the 8th Pay Commission recommendations can be implemented by 2027.

‘Fitment factor’ determining salary increase

“Fitment Factor” is the basic basis for determining the limit of increase in salary of government employees; This factor will be determined by the 8th Pay Commission. Citing continuously increasing inflation, employee organizations are advocating setting this factor at 3.25 or more. However, the exact extent of the actual salary increase is unclear at this time.
