Central employees are eagerly waiting for the recommendations of the Eighth Pay Commission. Amidst this wait, the government has given such an update in the House which may shock many employees. Let us know about it in details.
The Central Government has made it clear that the central employees retired between 2006 and 2008 during the Sixth Pay Commission will not get the benefit of the Modified Assured Career Progression (MACP) scheme. The government said in Parliament that this scheme was implemented from September 1, 2008, so there is no question of implementing it on the employees who retired before that.
Modified Assured Career Progression
Let us tell you that Central Government employees have the option of Modified Assured Career Progression. Under this, employees can get promotion after completing 10, 20 and 30 years of service. This option is especially important for Group D and Group C employees as their promotion opportunities are often less. However, the government has now clarified in Parliament that civilian central government employees who retired between 2006 and 2008 under the Sixth Central Pay Commission will not be eligible for MACP benefits.
Sanjay Singh had asked questions
In fact, on July 23, 2026, Rajya Sabha member Sanjay Singh had asked a question in the Parliament to Jitendra Singh, Minister of State for the Ministry of Personnel, Public Grievances and Pensions. The question was why the Central Government employees who retired between 2006 and 2008 under the 6th Pay Commission were not given benefits under the MACP Scheme?
Answering this question, Jitendra said that the Central Government, through a resolution issued on August 29, 2008, had approved the recommendations of the Sixth Pay Commission for starting the MACP scheme from September 1, 2008. Further changes in the scheme were made to provide three financial upgradations on completion of 10, 20 and 30 years of regular service in the direct recruitment grade or on completion of 10 years of service in the same grade pay. The Minister clearly stated that the MACP scheme was not in existence between 1 January 2006 and 31 August 2008. Therefore, there is no provision to give the benefits of this scheme to the central employees who are serving or retired during that period.
Discussion is also taking place in the Eighth Pay Commission
This news has come at a time when employee organizations are also demanding amendments in the Modified Assured Career Progression from the Eighth Pay Commission. The main demand of employee organizations in the 8th Pay Commission is to increase promotion in jobs.
The National Council of Joint Consultative Machinery (NC-JCM), the main organization of central government employees in India, has recommended increasing the number of promotions under MACP from three to five in its memorandum submitted to the 8th Pay Commission. The All India Defense Employees Federation, representing civilian defense employees, has also raised a similar demand in its memorandum.
