Suspense deepens again on 8th Pay Commission, letter written to PM Modi on OPS restoration and pension issues heats up the atmosphere

The Union Cabinet had approved the 8th Pay Commission in January. The commission was created in October and will now make its recommendations over the next 18 months. However, there is a lot of confusion among people regarding this matter. Changes are being sought in the Terms of Reference (ToR). Amid uncertainty over the pension revision of the 8th Pay Commission, a union of Central Government Employees has written a letter to Prime Minister Narendra Modi requesting him to order changes in the ToR of the 8th Pay Commission to allow revision in pension benefits.

What are the demands of the union?
Central government employees are demanding revision of pension and pension-related benefits under the 8th Pay Commission, revival of the Old Pension Scheme (OPS) and comprehensive review of NPS/UPS. The union has also demanded that autonomous bodies and rural postal employees be included in the 8th Pay Commission so that they can get all retirement benefits. He has also demanded immediate 20 percent interim relief for pensioners.

They are also demanding implementation of the 8th Pay Commission recommendations from January 1, 2026, as it has created tension among lakhs of government employees and pensioners. In fact, the Union Cabinet has recently decided in the ToR who will oversee the recommendations of the 8th CPC. The absence of timeline in ToR has become a matter of concern for employees and pensioners.

Timeline should be mentioned in ToR
The Confederation of Central Government Employees and Workers has questioned why the ToR does not mention the timeline for implementation of the 8th Pay Commission. He says the previous Pay Commission recommendations have been implemented with a gap of 10 years:

4th CPC – 01-01-1986
5th CPC – 01-01-1996
6th CPC – 01-01-2006
7th CPC – 01-01-2016

According to this, the Eighth Pay Commission is going to be implemented from January 1, 2026 (01.01.2026). The workers union has appealed to PM Modi to mention this clearly in the ToR so that there is no confusion between employees and pensioners.
