New Delhi. The Chief Minister of the state, Yogi Adityanath, had spoken of transparency in the administration soon after taking charge in 2017. After excellent performance in online services in all departments, CM Yogi showed more strength towards this resolution by implementing e-Vidhan system.
Taking an important step towards creating a transparent mechanism after further strengthening of good governance through the expansion of online services, Uttar Pradesh has become the first major state in the country to make the proceedings of the Legislative Assembly completely paperless. Chief Minister Yogi Adityanath had inaugurated the e-Vidhan Application Center on Thursday. Now the proceedings of the House in Uttar Pradesh will be completely paperless, and tablets have also been installed in all the seats of the House. In the House, now the MLAs will raise the issues of their area by answering questions and answers from the tablet, not the paper-pen, the complete details of all the places will be recorded in the tablet. The ‘National e-Vidhan Application’ is an application developed by the Government of India for paperless functioning of all Legislatures.
Many more government services have been made available online by Yogi Sarkar in the last 5 years. At present, as per the National Government Services Portal, 178 services are available online in Uttar Pradesh. Uttar Pradesh is amongst the best performing states in the country in using the Direct Benefit Transfer (DBT) system for the beneficiaries to get the benefits of government schemes directly into their bank accounts.
More and more government schemes have been added to this system, so that farmers, women, girl students, students, senior people, sportspersons, etc. get financial help – such as scholarship, Kisan Samman Nidhi, pension, grant, medical aid etc. – directly. reaching their bank accounts. There is no place for middlemen in this entire process which brings utmost convenience to the beneficiaries.
From the year 2017 till now, the Uttar Pradesh government has set a record and transferred more than Rs.3 lakh crores to the beneficiaries through DBT. In the year 2020-21 alone, an amount of Rs 56,000 crore had reached the bank accounts of the beneficiaries. With the initiative of the Chief Minister, 137 schemes of 27 government departments were linked to this system.
Not only this, during the Covid pandemic, lakhs of farmers, MGNREGA beneficiaries, laborers and workers, women, old people, disabled and pension holders were paid their payments on time. These include the beneficiary of loan waiver, sugarcane farmer, crop insurance scheme, beneficiaries of Kisan Maan Dhan and Kisan Samman Nidhi, beneficiaries of Ayushman Bharat scheme, Pradhan Mantri Mudra Yojana, housing scheme etc. services are completely online.
Similarly, tenders for all types of purchases made by the government are also floated through the GeM portal. A total of Rs 22000 crore has been procured from the GeM portal in Uttar Pradesh, which is the highest in the country, as soon as new dimensions of success have been established in government procurement. Several departments of the UP government have received awards for the best performance in the field of e-governance, including two awards to the Higher Education Department – Digital Library and the system of providing NOC and Affiliation Certificate on-line. The ‘Seva Mitra’ platform designed to facilitate employment, and the ‘Mine Mitra’ platform of the Department of Mining have also been awarded in their category.
Chief Minister Yogi Adityanath clearly believes that by bringing transparency in government services, not only does the work of the public get done quickly, but complaints like corruption and favoritism are also removed.
