The seven members of the board include the Director General of Tihar Jail, the Secretary of the Home and Law Department, the Director of the Social Welfare Department, a district judge and a senior Delhi Police official.
Bhullar was convicted in the 1993 Delhi bomb blast case. Nine people died in this incident while 31 were injured. Former Youth Congress president MS Bitta is also among those who survived the attack. Bhullar was sentenced to death by a designated TADA court on 25 August 2001. He is serving a life sentence after the Supreme Court commuted the death sentence.
In June 2015, Bhullar was shifted from Tihar Jail to Amritsar Central Jail, citing ill-health. Former Punjab chief minister and Shiromani Akali Dal (SAD) patriarch Parkash Singh Badal had recently demanded Bhullar’s immediate release in the larger interest of strengthening peace and communal harmony in Punjab.
He had accused the ruling Aam Aadmi Party in Delhi of obstructing his release. Hitting back, Chief Minister Arvind Kejriwal had condemned it as a sensitive issue and accused the SAD of doing dirty politics.
