Shimla, July 9 (IANS). Himachal Pradesh Chief Minister Sukhwinder Sukhu on Thursday released the ‘Himachal Pradesh Water Law’. This is the first compilation of its kind prepared by the Jal Shakti Department, in which all the major Acts, Rules, Policy Notifications, Technical Manuals and Administrative Circulars governing the functioning of the State are compiled in a single volume.
The Chief Minister said that this publication will act as an authentic reference document for officials, engineers, contractors and residents and will enhance transparency, accountability and efficiency in the delivery of water supply, sewerage and irrigation services across the State.
Chief Minister Sukhu appreciated the efforts of the Jal Shakti Department in compiling the legal, technical and administrative provisions that have evolved over several decades.
This compilation will significantly strengthen the institutional context and facilitate informed decision making especially for officers posted in various divisions, circles and areas.
He said that Himachal Pradesh has emerged as one of the leading states in implementing Jal Jeevan Mission, where 99.9 percent households have been provided tap water. The state’s commitment towards sustainable water management and public service delivery was recognized with the National Water Award in 2026.
This publication will provide a single-window reference to understand the legal and procedural framework of the Department.
Chief Minister Sukhu said that this compilation will be helpful to the officers at the ground level in taking informed decisions and ensuring compliance with the statutory provisions. Contractors will benefit from greater clarity regarding recruitment criteria, tender processes and financial powers of approving authorities, while citizens will have easily accessible information about water charges, service guarantees under the Himachal Pradesh Public Service Guarantee Act 2011 and recognized water quality testing laboratories.
He expressed confidence that this initiative will contribute to strengthening good governance, improving service delivery and bringing greater transparency in the functioning of the Jal Shakti Department.
