Uttarakhand IAS Dismissal: The matter related to the purchase of land of Haridwar Municipal Corporation in Uttarakhand has now come to the fore as the biggest administrative action of the state. The investigation into a land deal has put several levels of the bureaucracy in the dock. The state government has recommended dismissal of an IAS officer from service, while strict action has also been taken against two other senior officers. Apart from this, the process of filing case against many officers and employees has been started.

The allegations of purchasing the land which was said to be worth around Rs 14 crore for around Rs 54 crore gave rise to this whole matter. After the facts revealed in the investigation, Chief Minister Pushkar Singh Dhami government has taken a strict stance and decided to take action against many officials.

Why was such a big action taken?

On the basis of the investigation report, the government has recommended dismissal from service against the then Municipal Commissioner and IAS officer Varun Chaudhary. At the same time, action for major punishment has been initiated against the then District Magistrate Karmendra Singh. Apart from this, a decision has been taken to register an adverse entry in the service book of the then SDM Ajayveer Singh and stop his three increments. Along with this, the government has also started the process of filing a case against 10 other officers and employees. This action is being seen as a strong message in the state bureaucracy.

How did the whole matter come to light?

This case pertains to a land purchase made by Haridwar Municipal Corporation in April 2025. It was alleged that the land, whose actual market value was around Rs 14 crore, was purchased for around Rs 54 crore. As soon as the matter became public, questions started being raised in political and administrative circles. After questions were raised regarding the need for land purchase, price determination and transparency of the process, Chief Minister Pushkar Singh Dhami entrusted the responsibility of investigating the matter to Government Secretary Ranveer Chauhan.

100 page report became the basis for action

Investigating officer Ranveer Chauhan reached Haridwar and conducted a detailed investigation of the entire case. The files related to land purchase were reviewed, officials were interrogated and the related documents were thoroughly examined. A detailed investigation report of about 100 pages was submitted to the government. On the basis of this report, one of the biggest actions in administrative history was approved. Many such facts came to light in the report which raised serious questions on the role of the concerned officers.

What irregularities were found in the investigation?

According to the report, the process of land purchase started with the valuation of agricultural land, but the final payment was made on the basis of commercial rates. The investigating officers have included this among the most suspicious points. Apart from this, the necessary land committee was not formed for purchasing the land. Under the normal procedure, such a big purchase requires approval and evaluation at many levels, but here many stages were either ignored or completed in a hurry.

The investigation also revealed that the process of Section 143 related to land use change was completed very quickly. This process, which would normally take a long time, was completed in just two to three days, which further increased the suspicion of the authorities.

It is also mentioned in the report that the work of preparing revenue related opinion in the then SDM office was done by steno. If this fact is completely proved then it will be considered as a serious disregard of administrative rules.

Questions were also raised on the selection of land

The investigation was not limited to price and process only. Serious questions have also been raised in the report on land selection. It was told that the land purchased was located near a garbage dump and its immediate need was not clear. In such a situation, the question arises that why was there such haste in purchasing the same land. The investigating agencies are now also trying to find out whether other options were considered or not.

Now the role of central government will be important

Since the matter pertains to All India Services (IAS) officers, the role of the Central Government will also be important in the final decision. The state government has decided to send a proposal to the Department of Personnel and Training (DOPT) for further action against the officials concerned.

Political analysts believe that this action is the biggest example of Chief Minister Pushkar Singh Dhami’s declared ‘zero tolerance’ policy against corruption. The government has a clear message that no officer will be spared from action if any kind of irregularity or disregard for rules is found in the use of government funds.
