New Delhi, May 23 (IANS). The Central Government has issued detailed guidelines for the implementation of the ‘Bhavya’ scheme launched to develop world-class industrial parks across the country. This ambitious plan is being considered a big step towards making India a strong manufacturing hub at the global level.
According to the Commerce Ministry, the objective of the ‘Bhavya’ scheme is to develop modern industrial parks fully ready for investment, thereby strengthening the manufacturing sector of the country. This scheme has been prepared in line with Make in India, PM Gati Shakti and the government’s vision of making India a global manufacturing hub.
Under this scheme, the government has set a target to develop 100 industrial parks across the country in six years from 2026-27 to 2031-32. A financial provision of about Rs 33,660 crore has been made for this.
50 industrial parks will be developed in the first phase of the scheme. They will be selected through a challenge based competitive process. According to the guidelines, both greenfield and eligible brownfield industrial parks can be developed under the scheme.
The government has also fixed the minimum limit for land. In non-hilly states, a minimum of 100 acres of land will be required, while in hilly states, north-eastern states, union territories and small states, this limit has been kept at 25 acres. At the same time, big parks up to 1000 acres can also be considered.
Under the scheme, plug-and-play infrastructure, multimodal logistics connectivity, facilities like reliable electricity and water, support infrastructure for workers, digital governance system and sustainable development related facilities will be developed in industrial parks.
These projects will be implemented through Special Purpose Vehicle i.e. SPV formed under the Companies Act 2013. This SPV will be responsible for planning, operation, management, facilitating investors and long-term maintenance of the projects.
The government has also clarified that the scheme will be linked with other schemes of the Central and State Government related to logistics, skill development, renewable energy and industrial development.
