Center issues framework to prevent service interruption during M2M SIM ownership transfer

New Delhi, October 29 (IANS). According to information given by the Ministry of Communications on Wednesday, the Department of Telecommunications has issued an Office Memorandum and notified the framework for transfer of M2M SIM ownership from one M2M service provider/licensee to another M2M licensee.

The new framework establishes a formal process for M2M SIM ownership transfer to ensure a smooth, compliant without service interruption.

The official statement issued by the ministry said that this applies to all M2M service providers (M2M SPs)/licensees.

According to official information, there is currently no provision for change in the name of the SIM owner under the guidelines, therefore, whenever a situation arises in which such a change is necessary, it may cause problems in the service for the end user.

Information about some major steps involved in this process has also been given.

The Ministry of Communications says that the M2M service user has to submit a formal written request to the existing M2M SP/licensee (‘Transferor’) for transfer request.

Thereafter, the transferor will have to issue NOC to the concerned access service provider within 15 days of receiving the user’s request.

The transferee M2MAP/Licensee must submit a formal declaration stating that he accepts all responsibilities, liabilities and duties including compliance with KYC and guidelines for the transferred M2M SIM.

After this, in the final step, the ASP will verify the transfer request made by the M2M service user, then verify the NOC from the transferor and the undertaking from the transferee. After successful verification the ASP will have to re-KYC and update the customer records to reflect the new ownership.

The ministry says the important thing is that each M2M SIM should remain connected to the M2M SP/licensee at all times. Also, M2M service will not be stopped for the users.
