New Delhi, February 15 (IANS). Hailing India’s growing role in the field of Artificial Intelligence (AI), OpenAI CEO Sam Altman has described India as a potential ‘full-stack AI leader’. He has also announced plans to further expand the company’s presence and partnerships in the country.

His comments came before the Global AI Impact Summit 2026 starting from February 16 at Bharat Mandapam in New Delhi.

In a media article, Altman said that India has become the second largest user base of OpenAI after the US.

He said that ChatGPT now has 100 million weekly active users in India. Also, India leads the world in terms of number of students.

India ranks fourth in the world in the use of OpenAI’s free scientific research and Latex-based collaboration tool ‘Prism’.

Altman said OpenAI aims to build AI “in India, with India and for India”. He said that the company has made many of its tools available for free, so that lack of income, education or technical knowledge does not become a hindrance for anyone.

Last year, OpenAI opened its first office in Delhi and plans to further expand its presence this year.

He also said that recently, leaders of more than 200 nonprofit organizations across four cities in India were taught how to use ChatGPT to drive greater impact and efficiency in their work.

The OpenAI chief said he would visit India next week and could announce new partnerships with the government to further broaden access to and benefits of AI.

He outlined a three-pronged strategy to take AI to the grassroots level. According to him, the progress of AI will depend on three things: ‘Access’ i.e. availability of tools for all, ‘Adoption’ i.e. use of AI in schools, clinics and small businesses and ‘Agency’ i.e. giving people confidence and skills so that they can properly use AI for decision making and innovation.
