New Delhi/Lucknow, February 21 (IANS). Prime Minister Narendra Modi addressed the bhoomi pujan ceremony of the new semiconductor factory of India Chip Limited through video conferencing.
In the presence of Uttar Pradesh Chief Minister Yogi Adityanath, Union Ministers Ashwini Vaishnav, Jitin Prasad, HCL Technologies Chairperson Roshni Nadar, Foxconn Semiconductor Business Group President Bob Chen and other industrialists, the Prime Minister spoke in detail on India’s semiconductor ecosystem and the vision of a developed India.
The Prime Minister said, “Today India is working very fast on the goal of development. I had said from the Red Fort that India has no time to stop. From the beginning of 2026, India has increased its pace further.” Referring to the recent events, he said that Vikas Bharat Young Leaders Dialogue on 12th January, National Startup Day on 16th January, India Energy Summit in January and recently Global AI Impact Summit caught the attention of the world.
He emphasized that India is now on its way to standing with the top countries in the processing power of the modern world. “Working together on both software and hardware. Uttar Pradesh is going to become a big center of semiconductor ecosystem. This factory of HCL and Foxconn will strengthen the new identity of UP.”
The Prime Minister said that this unit will provide employment to the youth in large numbers, as design houses, R&D centers and startup ecosystem develop along with the semiconductor unit. He congratulated Chief Minister Yogi Adityanath and the UP government.
Terming it as “Tech Decade”, the Prime Minister said that this decade will become the basis of India’s technology capability. Unprecedented investment is being made in green energy, space tech, digital technology, manufacturing and AI. Under the Semiconductor Mission, 10 projects have been approved, out of which four units will start production soon.
Giving the example of the chip supply chain crisis of the Corona period, he said, “In the twentieth century, a country with oil was prosperous, in the 21st century, a country with small chips. India learned from that crisis and chose the path of self-reliance.” He emphasized that with Made in India chips, there will be uninterrupted progress in every sector like Digital India, AI, 5G-6G, Electric Vehicle and Defence.
Describing the coming of big companies like Foxconn to India as a global message, he said, “India is a reliable partner. India’s participation will increase the resilience of the global value chain.” He praised India’s talent pool and mentioned the ‘Chip to Startup’ program, which will produce 85 thousand industry-ready professionals. The announcement of the second phase of the India Semiconductor Mission and the Rare Earth Corridor in the budget was described as a big boost for the sector.
Highlighting the achievements of the last 11 years, the Prime Minister said that electronics manufacturing has increased six times, exports eight times and mobile phone exports a hundred times. More than half of the country’s mobile phones are being made in UP. Talking about the change in UP, he said that earlier there was talk of migration, crime and poverty, but due to the double engine government, today there is talk of expressway, defense corridor, tourism and investment.
At the function, the Prime Minister thanked HCL and Foxconn and said that this unit will give a new impetus to the development of UP. He also mentioned the inauguration of Delhi-Meerut Namo Bharat Train Corridor.
