Qatar’s Shura Council has recently taken an important step regarding the protection and care of animals. The ‘Animal Welfare Enforcement Improvement Bill’ sent by the Government was discussed in the regular meeting of the Council held on 2 February 2026. The meeting was chaired by the Speaker of the Shura Council HE Hassan bin Abdullah Al Ghanim. The council has handed over this bill to the concerned committee for further investigation.
What is the purpose of this new bill?
This proposed law mainly focuses on strict enforcement of existing rules related to animal welfare. It aims to further strengthen legal protection for animals across the country. The government wants that the administrative arrangements related to animal care should be better than before.
During the meeting it came to light that there is a need for improvement in the methods of implementing the rules. However, it has not yet been made clear what changes there will be in the fine or punishment when the new rules are implemented, because this bill is still in its initial stage.
What will the committee do next?
The Shura Council has sent this draft bill to the Health, General Services and Environment Committee for technical examination. This committee will now study every aspect of this bill in depth.
The committee will see what kind of power and monitoring will be required to implement the new rules. After complete investigation the committee will prepare a detailed report. This report will be submitted back to the Shura Council, after which the final discussion on the bill will take place.
At present the committee has not given any fixed date to submit its report.
