Patna, 20 December (). Vinod Kumar, former SHO of Bikram police station in Patna, has been found guilty in an internal investigation. He is accused of having accepted gifts from people associated with the sand and liquor mafia as well as other people with criminal background during his farewell ceremony.
The matter came to light when a post on social media alleged that Vinod Kumar, while working as Bikram police station in-charge (SHO), had accepted liquor and gifts from people, including sand mafia, against whom property confiscation proceedings were underway, at his farewell function.
Taking cognizance of the matter himself, Patna City Superintendent of Police (West) Bhanu Pratap Singh ordered an immediate investigation into the allegations.
The investigation was completed within 24 hours and initial reports found the allegations to be true.
According to the investigation report, Vinod Kumar has violated Rule 14 of the Bihar Government Servants Conduct Rules, 1976, which prohibits accepting gifts by government employees.
Investigation also revealed that he had not taken the necessary permission to receive gifts at the farewell ceremony.
Additionally, the investigation found that Vinod Kumar had also violated Rule 15 of the Bihar Government Servants Conduct Rules, 1976. Under this rule, it is necessary for an officer holding a responsible position like a police station in-charge to take permission from the government before organizing a farewell ceremony.
It is alleged that this farewell ceremony was organized without any permission.
Investigation also revealed that people with criminal background were also present at the function, which the police administration considered a serious matter.
Officials said such behavior goes against the principles of community policing and undermines public trust in the police.
On the basis of these facts, Bhanu Pratap Singh has issued a show cause notice to Vinod Kumar.
The gifts received at the farewell ceremony will be evaluated separately and recommendations for further departmental action have been sent to the Senior Superintendent of Police, Patna.
The police department has clearly stated that accepting gifts, violating conduct rules and having relations with people with criminal background is a serious offense for any government officer.
Such acts are not only a violation of service rules but also harm the image and credibility of the police department.
Now this matter has been placed before SSP Patna for appropriate disciplinary action as per departmental rules.
