New Delhi. Congress on Tuesday presented a no-confidence motion in the Lok Sabha to remove Speaker Om Birla from the post. Congress leader Gaurav Gogoi said that we are not happy to present this proposal because we have good relations with Om Birlaji at the personal level. However, we have to do this to save democracy. This is not a personal attack on Om Birla ji.
He said that it is the duty of every member in this House to protect the dignity of Parliament, the dignity of Parliament and the laws and rules of Parliament. In accordance with this duty, today we are bringing this no-confidence motion. We do not want to attack Om Birlaji personally. We are bringing this no-confidence motion to save the dignity of the House, to save the Constitution and to maintain the faith of the people of India in democracy. Let us tell you that Congress MP Mohammad Javed formally presented the no-confidence motion in the House. This proposal has signatures of 118 opposition MPs. The opposition alleges that the Speaker has adopted a ‘partisan attitude’ during the proceedings of the House. The opposition says that opposition leader Rahul Gandhi was not allowed to speak in the Lok Sabha, due to which dissatisfaction increased.
After the proposal was presented, a new controversy arose in the House. The question arose as to who will preside over the proceedings of the House when the proposal to remove the Speaker is under consideration. At that time the proceedings of the House were going on under the chairmanship of Jagdambika Pal. AIMIM MP Asaduddin Owaisi and Trinamool Congress MP Saugata Roy raised points of order on this issue. Citing parliamentary rules, Owaisi said that when a proposal to remove the Speaker is under discussion, the Speaker or his nominee should not preside over the proceedings.
After hearing the arguments of both the parties, Jagdambika Pal, who was presiding over the proceedings, said that the post of Speaker is not vacant, hence the Chair has full right to conduct the proceedings. He also told that Speaker Om Birla himself has decided not to preside over the House during this debate.
