New Delhi, June 11 (IANS). Prime Minister Narendra Modi will chair the 11th Governing Council meeting of NITI Aayog at the Rashtrapati Bhavan Cultural Center in New Delhi on Thursday.

According to an official statement, the theme of this year’s meeting is ‘Inclusive Human Development for a Developed India 2047’. It aims to ensure the welfare and development of every Indian regardless of age, region, gender and socio-economic background.

The statement said the Governing Council meeting will discuss ways to realize this vision and translate it into concrete and measurable outcomes for every citizen of the country.

According to officials, the Chief Minister and Lieutenant Governor will discuss the ‘inclusive human development framework’ in the meeting. The framework is based on four key pillars, including basic human capital and future-ready skills; Productive employment, entrepreneurship and decentralized development; Health, nutrition and well-being; and includes equality and respect for all.

The meeting will also discuss measures to promote entrepreneurship, strengthen skill development and create sustainable employment opportunities across the country.

A major objective of the discussions will also be to collectively prepare a roadmap for implementation. For this, key tools like good governance, Digital Public Infrastructure (DPI), coordination, partnership and data-based systems will be used. Additionally, emphasis will also be placed on developing a systematic mechanism for monitoring short-term, medium-term and long-term outcomes to ensure accountability and measurable impact.

The meeting will focus on linking the development vision of states with the national vision of inclusive human development, so as to strengthen an integrated and collaborative approach for balanced and sustainable development.

The Governing Council of NITI Aayog will also consider the recommendations of the Fifth National Conference of Chief Secretaries to be held between 26 to 28 December 2025.

Recommendations were made on five major topics in the conference. These include early childhood education: laying the foundation; Schooling: Building Blocks; Skills Development: Future Ready Workforce; Higher Education: Knowledge Economy; And sports and extra-curricular activities: beyond the classroom, include.

The meeting will be attended by Chief Ministers of States and Union Territories, Lieutenant Governors/Administrators of Union Territories, Union Ministers (as ex-officio members and special invitees) and Vice Chairman, Members and CEOs of NITI Aayog.

Meanwhile, Tamil Nadu Chief Minister C. Joseph Vijay arrived in New Delhi on Wednesday on a three-day visit to attend the Governing Council meeting of NITI Aayog. This is his second visit to the national capital after assuming office last month. Important political and administrative meetings are expected on this tour, hence everyone’s eyes are on it.

He was accompanied by his personal aide Jagadish, Vishnu Reddy, Rajkumar, Jagadish Awasthi, assistant Rajendran and other officials attached to the Chief Minister’s Office. Vijay’s visit comes at a time when the new government of Tamil Nadu is seeking more financial assistance from the Center for infrastructure projects, welfare schemes and development programmes.

On the other hand, Karnataka Chief Minister D.K. Shivakumar said he would actively participate in the meeting and raise issues related to the state prominently. He said, “We are attending the meeting and I will present issues related to the interests of Karnataka. The day I assumed office, the Prime Minister had assured me of cooperation. We will work together in the interest of development.”
