Jaipur. In order to realize Prime Minister Narendra Modi’s national resolution of Developed India @2047, the state government has prepared the vision document “Developed Rajasthan @2047” under the leadership of Chief Minister Bhajanlal Sharma. With the preparation of the action plan of this vision document dedicated to the concept of visionary development of the state, the state government has taken a big step towards the goal of all-round development of the state. Keeping the empowerment of the poor, youth, women and farmers at the center, this document reflects the commitment of the state government towards realizing the spirit of inclusive development. Rajasthan’s Resolve – Empowered Citizens, Sustainable Development and Transparent Governance – The objective of this vision document of the State Government is to establish Rajasthan as a leading state by the year 2047, which will participate in building a new India on the basis of inclusive and sustainable development, world-class infrastructure, environmental protection, transparent governance and citizen empowerment. This document has been prepared in accordance with the rich cultural heritage of the state and the aspirations of the citizens of the state.
Under this, through a detailed action plan, targets have been set for development in the state in the direction of education, health, water management, urban development, environmental protection and social and economic empowerment. According to these, 100 percent literacy, skill-based education, expansion of accessible and modern health services, climate-friendly water management, smart urbanization and affordable housing will be ensured in the state. Besides, participation of women and youth in the development journey of the state will also be ensured by providing them skills, entrepreneurship and leadership opportunities.
Four pillars of inclusive development-
This vision is based on four major themes and 13 sectors. The first theme is public welfare and social empowerment, which includes dimensions such as agri-food systems, health, education and social inclusion. The second theme focuses on accelerated growth, prosperity and employment generation, under which new possibilities are being developed in the industrial, mining and tourism sectors. The third theme is of future-oriented Rajasthan, in which basic infrastructure, water security, environmental sustainability and climate resilience have been given priority. The fourth theme is Promotional Policy, Finance and Governance, which focuses on strengthening rural and urban development, effective governance, digital services and financial management.
Rajasthan will be a leader in every field from agriculture, environment to education and industry.
The state government has set a target of creating an economy of $4.3 trillion by the year 2047. In this vision document, a target has been set to increase the productivity of agriculture sector by 40 percent through climate friendly and technology based farming by the year 2047. It is planned to provide access to health services to every citizen, bring down maternal mortality rate to 15, reduce infant mortality rate to less than 10 per thousand live births and increase life expectancy to 77 years. According to the vision document, more than one crore direct and indirect jobs will be created in the state through industrial development.
For the development of education and knowledge-based economy, the target of implementing skill-based education system, establishment of smart schools equipped with computers and 100 percent school enrollment by 2047 has also been set. In the field of women empowerment, it has been resolved to increase the workforce participation of women to more than 60 percent. The state government has also set a target to increase exports five times.
In the vision document, the state government has planned to increase renewable energy production from 33 GW to 290 GW to make the state self-reliant in the energy sector. Along with this, a target has also been set to make electricity supply 24×7. For environmental protection, making the state carbon neutral and biodiversity conservation has been kept at the center of the policy. The vision of the state government is to ensure availability of clean drinking water to every citizen.
Procedure for successful implementation of goals-
This vision document, prepared under the guidance of Chief Minister Bhajanlal Sharma, has been prepared by the Rajasthan Institute for Transformation and Innovation in accordance with the guidelines of NITI Aayog, which was approved by the State Cabinet on August 23, 2025. Union Home and Cooperation Minister Amit Shah released the action plan of Developed Rajasthan @2047 on October 13.
This document has been prepared after receiving suggestions through 1156 meetings at the state, division and district level. Targets for the years 2030, 2035, 2040 and 2047 have been set on the basis of in-depth discussions with stakeholders, subject experts, departmental officials at various levels and suggestions received from the general public.
In order to successfully implement the vision, a state level steering committee has been formed under the chairmanship of the Chief Secretary. Also, 45 departments have been designated as nodal departments by dividing them into 13 sectors and Project Management Units (PMUs) have also been established at the departmental level.
