New Delhi, February 15 (). Taking a big initiative, the Rekha Gupta government of Delhi has decided to give a special identity to every land in the capital. Now ‘Aadhaar card’ will be made for every land in Delhi. Each plot will be given a unique 14-digit identification number, which will be called Unique Land Parcel Identification Number (ULPIN). With this, land records will become digitally secure and organized.

Regarding this decision, Chief Minister Rekha Gupta said that this system will reduce land related disputes, increase transparency and will help in curbing corruption. It is not just numbers but a strong digital weapon against land disputes and disturbances. He also said that this step is an important and revolutionary effort towards taking forward the ‘Digital India’ campaign of Prime Minister Narendra Modi. This system is called ‘Ground Base’.

Giving detailed information about the scheme, CM Rekha Gupta said that the need to implement this system in Delhi was being felt for a long time. This scheme is of the Ministry of Rural Development and Department of Land Resources of the Government of India, which is very important for the capital of the country. According to the Chief Minister, this scheme of the Central Government is of the year 2016, but it was not implemented by the previous governments. Now it is being taken on ‘mission mode’. The responsibility of implementing this has been entrusted to the IT branch of the Revenue Department, which will also get cooperation from the Survey of India.

According to the Chief Minister, if we talk about the detailed benefits of the implementation of this system, this ‘Bhoo Aadhaar’ will ensure transparency in land ownership. Its 14 digit code will be geo-referenced, which will minimize disputes over land boundaries. This will help in coordination of land data between various government departments and effectively prevent fraudulent transactions and multiple registrations. Its biggest benefit for the citizens will be that they will not have to go through many documents to identify their land, complete information about the land will be available from a single number.

CM Rekha Gupta said that modern technology is being used to implement this scheme. About 2 terabytes of high-quality geospatial data and special images (ortho rectified images) taken from drones are being collected from the Survey of India. With the help of this data, accurate ULPINs will be generated for all the 48 villages including rural areas of Delhi, which are already included in the ‘Svamitva Yojana’. The Rs 132.07 lakh released earlier for this scheme was also managed by the IT branch. Now the government is preparing to implement it in entire Delhi under a fixed procedure (SOP) and phased time frame. An example of the success of this scheme has been seen in Tilangpur Kotla village of Western district, where 274 ULPIN records have been successfully generated under the pilot project.

He described this scheme as very useful for Delhi and while referring to the vision of Prime Minister Modi, he said that the ULPIN system is a revolutionary step towards implementing the Prime Minister’s ‘Digital India’ resolution. The Prime Minister’s vision is that the benefits of technology should reach the last person of the society in a transparent manner and ‘Bhu Aadhaar’ is a big effort in this direction.

The Chief Minister said that PM Modi has always emphasized that integrated and modern land records are the cornerstone of a developed India, providing citizens with assurance of property security and directly combating corruption. Following this vision, the Delhi Government is committed to making the land of every citizen of the capital safe and dispute free.

CM Rekha Gupta also said that the Delhi government is committed to protecting the property and rights of every citizen of the capital. ‘Bhu Aadhaar’ is not just a number, but it is a powerful digital weapon against corruption and land disputes. Often we see that poor and middle class people buy land with their lifetime earnings, but due to unclear records they get entangled in legal disputes. ‘Unique Plot Identification Number’ will eliminate this uncertainty. This will serve as ‘Aadhaar for Land’, which will provide digital accounting of every inch of land.
