Jaipur,. State Minister of State for Cooperation (Independent Charge) Gautam Kumar Dak said that as per the intention of the state government, farmers should get fair price for their produce. He said that complete transparency should be maintained in the procurement of mustard and gram in the coming days. If any kind of irregularity or negligence comes to light, strict action will be taken against the culprits by adopting a policy of zero tolerance.
The Cooperative Minister was presiding over the state level review meeting of the department at the Apex Bank Auditorium on Tuesday. In the meeting, MSP purchase, audit progress and general meeting of cooperative societies, pending cases under section 55 and 57 of the Cooperative Act, public hearing cases, progress of departmental schemes etc. were reviewed in detail. Shri Dak directed that the procurement process of mustard and gram at MSP should be completed without any complaint. Special monitoring should be kept on those procurement centers where irregularities have come to light in the past. Also, strict action should be taken against those doing fake registration. To stop irregularities, continuous feedback should be taken from farmers. He said that if there is any irregularities in the purchase, the Deputy Registrar will be responsible and action will also be taken against the Additional Registrar (Division) for negligence. He directed that the Deputy Registrar and regional officers of Rajfed should inspect the procurement centers daily. While reviewing the pending cases under section 55 and 57 of the Cooperative Act, the Cooperative Minister directed that in the cases where embezzlement and irregularities have been proved in the investigation, FIR should be lodged against the culprits and challan should be presented after taking serious action in the case. He also directed to impose necessary caveats in the court as soon as the investigation under Section 55 is started. Shri Dak said that to prevent embezzlement and scams in societies, their audit and general meetings should be conducted in a timely manner and it should be widely publicized. He gave instructions to compulsorily hold general meetings in all committees before October 30. Besides, instructions were also given to prepare the data of audit and general meeting on monthly basis.
DC directed that registration of institutions should be done without any delay and hassle. Continuous feedback should be taken in this regard and action should be taken when complaints are received. He also instructed all the district sub-registrars to regularly inspect the credit co-operative societies and ensure their audit and general meetings and compliance with the rules. The Cooperative Minister also gave instructions to appoint nodal officers in all the districts to get information, to form maximum number of new cooperative societies and to identify and allot land for warehouse construction. He said that as many eligible borrowers as possible should be benefited from the lump sum settlement scheme being run for the debtor members of land development banks. He also gave instructions to speed up the disposal of the public hearing cases pending before the Minister’s office by reviewing section-wise details.
Government Secretary of the Cooperative Department and Registrar, Cooperative Societies, Anandi directed that all officers should keep MSP procurement on top priority. He said that field officers will be told daily which procurement center they have to check. Managers of purchasing-selling cooperative societies will be present at the headquarters all the time. Zero tolerance policy will be adopted on any type of complaint. He gave instructions to speed up the disposal of cases under section 55 and 57 and to take further action by removing the stay from the cases in which there is a stay.
Rajfed Managing Director Bachanesh Kumar Aggarwal said that this time there will not be more than two thousand tokens at any procurement centre. The procurement will start from March 25, for which all preparations have been completed. District sub-registrars have been asked to send proposals to increase the number of procurement centres.
All functional officers, officers of top cooperative institutions, Additional Registrar (Block), District Incharge Officer, Regional Officer, Rajfed and District Deputy Registrar were present in the meeting.
