National Commission for Women released a comprehensive roadmap for the victims of acid attack.

New Delhi . The National Commission for Women has issued detailed recommendations aimed at ensuring better treatment, speedy justice and effective rehabilitation of acid attack survivors across the country. These recommendations have been sent to the Ministry of Home Affairs, Ministry of Health and Family Welfare, Ministry of Women and Child Development and Ministry of Social Justice and Empowerment. This proposal has been prepared on the basis of the roundtable meeting titled “Navjeevan: A Consultation on Care, Justice and Dignity for Acid Attack Survivors” held on 16 January 2026. It focuses on key aspects such as health, law, economic support and social inclusion by adopting a victim-centric approach. In the report, special attention has been paid to strengthening health services. The Commission has recommended implementing “Golden Hour Protocol” in all hospitals, so that victims can get timely treatment. Also, it has been said to provide free treatment, reconstructive surgery and trained medical personnel throughout life.
In the area of ​​mental health, the Commission has laid emphasis on introducing long-term counseling services at the district and state levels and developing family and community-based support mechanisms.
To make the justice system more effective, the National Commission for Women has recommended faster investigation and trial of cases, simpler FIR process (including mandatory zero FIR), and appointment of special legal officers. Along with this, the need to further strengthen the related laws has also been expressed.
Under economic assistance, the Commission has suggested implementing a uniform compensation policy across the country, transferring the amount directly to the bank account on time and giving higher compensation in serious cases. Apart from this, there has also been talk of monthly pension and transparent online complaint system.
In the area of ​​rehabilitation and employment, emphasis has been laid on skill development, digital education and increasing employment opportunities. The Commission has also recommended encouraging the private sector to provide employment to the victims and promote entrepreneurship.
For social inclusion, the need to conduct awareness campaigns, eliminate discrimination and involve victims in policy making has been emphasised. Besides, it has been said that they should be given equal opportunities in education, job and society.
The Commission has also recommended that acid attack victims be recognized under the Disability Act, so that they can easily avail various government schemes and social security benefits.
At the administrative level, there is a need for setting up coordination units at the state and district levels, appointment of nodal officers and regular reviews between ministries. Use of CSR funds has also been suggested.
For prevention, it has been recommended to enforce strict rules on the sale of acid, make record keeping mandatory for shopkeepers and make necessary amendments in the laws.
The National Commission for Women has proposed to create a national level digital tracking system, so that information related to FIR, treatment and compensation can be available on a single platform and transparency can be ensured. The Commission has appealed to the concerned ministries to take immediate action on these recommendations, so that the acid attack survivors can live a life with dignity and self-reliance.
