The Shahbaz Sharif-led government in Pakistan is reportedly preparing to introduce the 27th Constitutional Amendment. Its aim is to remove ambiguity regarding the tenure and legal status of Army Chief Field Marshal Asim Munir. After the crushing defeat at the hands of India during Operation Sindoor in May this year, Munir was given the rank of Field Marshal as a consolation. Munir is scheduled to officially retire on November 28, 2025. However, there is uncertainty over whether his tenure will be extended till 2027 or he will be given an extension through a legal amendment.
According to a News18 report, the tenure of Pakistan’s army chiefs was increased from three years to five years in 2024 through a legal reform under the previous government. Nevertheless, the post of Field Marshal—which is largely ceremonial and historically symbolic—remains undefined in the Constitution of Pakistan. The Constitution does not mention the tenure, retirement or service conditions of Field Marshals, leaving Munir’s future unclear. According to reports, the Shahbaz government is now planning to provide a clear legal framework to protect Munir’s position and rights through a constitutional amendment.
Government and army in Pakistan preparing for amendment
Sources say the Prime Minister’s Office and GHQ Rawalpindi (Pakistan Military Headquarters) have held extensive discussions to avoid a constitutional vacuum as Munir approaches his scheduled retirement date. Although the Pakistan Army Act and Article 243 of the Constitution define the command and control of the armed forces, they do not recognize or regulate the post of Field Marshal. As a result, the government’s proposed 27th Amendment seeks to amend Article 243 to formalize the rank, powers and service conditions of the Field Marshal, thereby ensuring continuity and legal protection for the current Army Chief.
Munir will rule Pakistan
With this amendment in Pakistan, the powers of the Army Chief will become unlimited. There will be no one left to challenge them. Similarly, the army rules Pakistan. The army does its own thing. However, this amendment will now provide constitutional protection to Asim Munir. However, Munir intends to remain in the post of Field Marshal for a long time. He dreams of ruling Pakistan by becoming the supreme commander of the army.
