Haryana Labor Minister Anil Vij said that in the investigation of irregularities related to work slip (90 days work receipt) in the Haryana Building and Other Construction Workers Welfare Board, the ID will soon be activated/portal will be opened for the benefits given by the board to the workers whose work slips were found valid and whose data has been found to be correct/genuine because approval/recommendations have been received in relation to the proposal sent to the high level committee constituted by the government.
Vij said that a proposal in this regard was sent by him to the high level committee constituted by the government, and approval/recommendations regarding this proposal have been given by the high level committee. It is noteworthy that in this high level committee, Director General of Science and Technology Department is Rajeev Rattan, Ambala IG Pankaj Nain and Principal Secretary of Architecture Department, Pankaj Aggarwal. Vij said that as per the recommendation of this high level committee, a Grievance Committee will also be constituted at the district level by the Haryana Building and Other Construction Workers Welfare Board so that the problems of the workers can be resolved.
The Labor Minister said that the high level committee has also said that fresh registration of workers who have some valid work slips will be done and if after verification such workers are found eligible for registration, then pending benefits will also be given to them as per the eligibility. Vij told that reports were received from the committees of 22 districts formed by him to investigate the irregularities related to work slips (90 days work receipt) in Haryana Building and Other Construction Workers Welfare Board, in which almost 90 percent of the work slips were found to be fake.
It is noteworthy that due to the vigilance and keen observation of the Labor Minister, recently, serious irregularities related to work slips (work receipts) that had been going on for a long time in the Haryana Bhavan and Other Construction Workers Welfare Board, run under the Labor Department, were revealed and in the preliminary investigation, this scam is expected to be around Rs 1500 crore. Seeing the seriousness of the matter, Vij had written to the Chief Minister to get this entire episode thoroughly investigated by a reputed investigating agency, on which the government had directed to form a high level committee to give a comprehensive report on the amount given to fake workers.
Vij said that initially investigation was conducted in three districts, Hisar, Kaithal and Jind, where irregularities were found on a large scale. After this, Labor Minister Anil Vij issued instructions to the Deputy Commissioners of all the districts of the state and formed district level committees, in which the Labor Department official and three other officers were included. Physical verification of online work slips has been done by these committees and a total of 90 percent work slips were found to be fake. Out of total 2178523 workslips, only 270945 workslips were found to be correct while 1907578 workslips were found to be fake.
Vij told that at present the investigation was conducted for the last two years in 22 districts of the state, whereas the benefit of this scheme has been operated by the Haryana Building and Other Construction Workers Welfare Board since the year 2008. He said that the work sleeps of the workers who have availed the benefits of the schemes run since 2008 can also be investigated which is estimated to be Rs 1500 crore in the current two year period and the amount of the scam is likely to be even more which could be a scam of thousands of crores of rupees. Vij said that punishment to those found guilty in the investigation is also being considered.
Vij said that it has become clear that at many places, work slips were made by making fake registrations in village-village/city-city, so that ineligible people could avail the benefits of government schemes. On an average, a worker is given benefits of up to Rs 2.5 lakh through various schemes, which is likely to cause huge financial loss to the government. The Labor Minister said that “those who are not eligible are taking advantage of the schemes. This is straight-up robbery and the government is being caused an economic loss of hundreds of crores of rupees.”
He informed that many welfare schemes including maternity-paternity benefits, education assistance, scholarship, technical education reimbursement, pension, marriage assistance, medical assistance, housing loan, accident compensation are being run for the construction workers in Haryana, whose objective is to empower the actual workers. The benefits of these schemes should be available only to those workers who are duly registered after 90 days of work verification.
The Labor Minister reiterated that there will be no compromise on corruption at any level and strict action will be ensured against the culprits. Vij told that in Haryana, various types of welfare schemes are provided to the workers engaged in building construction, which include maternity benefit of Rs 36 thousand, paternal benefit of Rs 21 thousand, under the benefits given for the education of children of registered workers, annual financial assistance from first class to higher education/PhD of children ranges from Rs 8,000 to Rs 20,000, 60 rupees in the 10th/12th examination of meritorious children of registered workers. Scholarship of Rs 21,000 to Rs 51,000 on securing 90% to 90% marks.
As per the actual government expenditure, reimbursement of full educational expenses for professional and technical courses for children of workers, assistance amount up to Rs 1 lakh 20 thousand for hostel facilities in professional institutions for children of workers, assistance amount ranging from Rs 20 thousand to Rs 1 lakh for coaching of professional courses for children of registered workers, incentive amount of Rs 50 thousand for the purchase of electric scooter for the daughter of a registered construction worker and an amount of Rs 49 thousand for laptop under the Chief Minister Shram Yogi Pratibhawan Yojana. He told that similarly, Rs 5,000 is given for the payment of purchase of a bicycle, Rs 8,000 for tools, Rs 4,500 for sewing machine, Rs 5,100 under Mukhyamantri Mahila Nirman Shramik Samman Yojana, Rs 1,01,00 for financial assistance for the marriage of 03 children (daughter) under Kanyadaan Yojana, Rs 50,000 is given as financial assistance for the marriage of a female worker herself. Similarly, under reimbursement of actual fare on visits to religious and historical places, actual rail (second class) bus (ordinary) fare is reimbursed and on visiting ancestral homes, actual rail (second class)/bus (ordinary) fare is reimbursed under reimbursement of actual fare. He said that interest free loan up to Rs 2 lakh is given to the workers for purchase/construction of house and under the Chief Minister Registration Incentive Scheme, an amount of Rs 1,100 is given to the workers. He said that to avail these facilities, workers have to register themselves with the Labor Board. He said that for registration, verification is done that the worker has worked for more than 90 days and registration is done only after the verification.
