In pursuance of the directions of the Supreme Court, ‘Rajasthan State Other Backward Classes (Political Representation) Commission’, formed for the contemporary and empirical study of the nature and implications of the backwardness of Other Backward Classes in the local bodies (Panchayati Raj Institutions and urban bodies) of the state, organized a district level public dialogue and discussion program on Monday at Shriram Farm House, Deeg district headquarters.
Public Relations Officer of OBC Commission, Vikram Rathore said that in the meeting, Commission member Prof. Rajiv Saxena and Gopal Krishna Sharma established direct communication with the public representatives, administrative officers and representatives of various social organizations of the district and invited detailed suggestions. Deeg-Kumher MLA Dr. Shailesh Singh was specially present in the program. While presiding over the public dialogue program, Commission member Prof. Rajiv Saxena clarified that the objective of the Commission is not just to take memorandum but to prepare a solid database. He said, “The intention of the state government is that the OBC category should get proper political representation in the local bodies while remaining within the constitutional ambit. For this, we are going across the state and collecting facts in compliance with the conditions of ‘Triple Test’. On the basis of the suggestions received, a legal and factual report will be sent to the state government.”
During the discussion, the public representatives and stakeholders present presented the factual side before the Commission. In the meeting, suggestions were mainly received regarding providing reservation to the OBC category in local bodies in proportion to the population, making the roster reservation system more rational and removing the discrepancies prevalent in ward-wise reservation. Commission member Gopal Krishna Sharma assured that all the memorandums and suggestions received from Deeg district will be thoroughly examined by the commission and they will be given due place in the final report.
MLA Dr. Shailesh Singh outlined the geographical and social structure of Deeg district before the Commission. Drawing the attention of the Commission, he said that being a rural dominated district, a large population of OBC category resides here, hence priority should be given to demographic data in determining delimitation and reservation, so that equal opportunities for leadership at the grassroots level can be ensured. In the meeting, arrangements were ensured by the district administration in accordance with the protocol and functioning of the Commission.
On this occasion, district heads, heads of various panchayat committees, chairpersons of urban bodies, Zilla Parishad members, representatives of the Bar Council and officials of organizations related to the welfare of other backward classes submitted their suggestions to the Commission. Instructions were given by the Commission to the concerned officers to list the representations received.
