The upcoming Union Budget should empower traders as per the vision of Prime Minister Modi: CAT

Chandigarh. Keeping in mind the upcoming Union Budget, the Confederation of All India Traders (CAIT) has sent comprehensive and visionary suggestions to Union Finance Minister Nirmala Sitharaman on behalf of the business community across the country. CAT’s National General Secretary and Chandni Chowk MP Praveen Khandelwal and CAT Chandigarh Chapter President Harish Garg said that in line with Prime Minister Narendra Modi’s vision of a strong, transparent and self-reliant India, CAT has given such suggestions which provide respect, simplicity, security and equal opportunities to business. Harish Garg said that under the leadership of Prime Minister Modi, campaigns like Ease of Doing Business, Vocal for Local, Local for Global, Digital India, Make in India and Self-reliant India by the government have given a new direction to the business environment of the country. Now there is a need to further strengthen these initiatives in the upcoming budget. Prem Kaushik, advisor of the Chandigarh chapter of CAT, said that the major suggestions given by CAT have demanded a single window compliance system for small traders under the trust-based trading system, ban on unnecessary notices and inspections, and rapid implementation of decriminalization of business laws. Along with this, to promote participatory governance, it has been suggested to form a joint committee of officers and businessmen in every district, so that business problems can be solved at the district level.
Harishankar Mishra, Vice President of Chandigarh Chapter of CAT, Rajkumar Singla, Pawan Garg, Shriram Jaiswal, Ramesh Duggal, Naresh Garg jointly said that they have also urged to implement the concept of One Nation-One License-One Registration, issue all business licenses through a digital platform and make arrangements for auto-renewal. Bhim Sen, General Secretary, CAT Chandigarh Chapter, taking forward the Digital India vision of Prime Minister Modi, CAT has recommended starting Technology Adoption Incentive Scheme, subsidy and tax exemption on equipment to digitalize business and Digital Shop Mission to modernize traditional trade.
CAT Chandigarh Chapter Secretary Umesh Gupta, Neeraj Goyal, Ashok Bansal, Mukesh Gupta, Kailash Garg, Manmohan Goyal, Manohar Singla, Bajrang Agarwal, Organization Secretary Ajay Singla, Treasurer Ramesh Singla, Anil Goyal, said that it is necessary to immediately control heavy discounting, predatory pricing and unfair competition caused by foreign funding in e-commerce and quick-commerce. For this, the Commerce Ministry has been suggested to every e-commerce and quick commerce company to implement mandatory registration, uniform rules, strict monitoring and fair trade code so that the interests of small retailers can be protected.
Harish Garg has also demanded taxpayer rating system, less scrutiny, fast track refunds and cheap loan facilities to encourage honest taxpayers. He said that adopting the principle that trade is also a skill, National Traders Skill Development Program should be started for traders and their employees, which would include digital skills, accounting, cyber security and customer management. CAT has urged to strengthen the pension and insurance security for small traders, make the Traders Pension Scheme practical and further strengthen schemes like PMJJBY, PMSBY and PM-SYM.
Expressing concern over the rapidly increasing cyber crimes, business leaders said that Cyber ​​Fraud Protection Fund, prompt compensation system, strict data protection laws and prevention of data misuse on banking and digital platforms are essential for the safety of traders. Apart from this, a suggestion has also been made to provide information about schemes, simple guidebooks, apps and helplines through business organizations by running a government scheme campaign to every businessman.
CAT has also recommended dedicated trade finance policy for MSMEs and small traders, strict laws to ensure timely payments, modernization of markets, development of warehouses, cold storage, logistics parks and smart markets. Innovative suggestions include the proposal to set up a National Traders Data Bank, Green Trade Incentive Scheme and a Trade Ombudsman for speedy resolution of trade disputes. Harish Garg and Bhim Sain also said, “The business community is the backbone of the country’s economy. Under the visionary leadership of Prime Minister Narendra Modi, if traders get respect, security, simplicity and equal opportunities, then no one can stop India from becoming a $5 trillion economy and Developed India @2047.”
