Chandigarh. Haryana Chief Minister Naib Singh Saini said that the present state government is fully committed to the welfare and all-round upliftment of farmers, poor, youth and women. He said that the development policy of our government is clear, its intentions are clear and under the leadership of Prime Minister Narendra Modi, development work is progressing at three times the speed in the state. The state government is working with the spirit of Sabka Saath, Sabka Vikas and Sabka Vishwas.
The Chief Minister was addressing the state level function organized on the completion of one glorious year of Haryana Government in district Panchkula. On this occasion, Assembly Speaker Harvind Kalyan, MLA Shakti Rani Sharma and former Assembly Speaker Gyan Chand Gupta and other dignitaries were present. This program was telecast live in the district level programs organized in all the districts and citizens across the state heard the message of the Chief Minister. Deprived Scheduled Castes were given their rights, participation in government jobs, Panchayat and local body elections was ensured.
The Chief Minister said that the scheduled castes who were deprived till now have been given their rights. This has ensured participation of these castes in government jobs and in Panchayat and local body elections. Backward Class-B has been given reservation in Panchayati Raj institutions and urban local bodies. 5 percent reservation was given for the post of Sarpanch and 50 percent reservation for other posts. Apart from this, the government has given rights certificate of Awa-Pajawa land in 1700 villages to Prajapati Samaj to run the pottery business. Now there will be no hindrance in their work. We have worked to increase the respect of Prajapati community.
He said that the Haryana Village Shamlat Land Act 1961 has been amended to give ownership rights of the land to the lessees who existed before the formation of Haryana state. A provision has been made to give ownership rights to the families who have been occupying the land of Panchayats and Municipalities for more than 20 years. Under this, any citizen can apply to the Deputy Commissioner for ownership rights of that land at one and a half times the collector rate.
He said that P.M. Under the Surya Ghar Free Electricity Scheme, a target has been set to install solar systems of up to 2 kilowatts on rooftops of houses in the state almost free of cost by March 31, 2027. So far 37,825 solar systems have been installed under this scheme. If someone wants to install a 3 kilowatt solar system, then an additional subsidy of Rs 18,000 is given for the third 1 kilowatt. In the last 11 years, 1 lakh 61 thousand 837 solar pumps have been installed. Of these, 33,553 solar pumps have been installed in the last one year.
The Chief Minister said that under the Dayalu Scheme, financial assistance of Rs 309 crore 67 lakh has been given to 8,299 eligible families with annual income up to Rs 1.80 lakh. Apart from this, under ‘Mukhyamantri Vivah Shagun Yojana’, up to Rs 71 thousand is given as shagun on the marriage of daughters of poor families.
Farmer welfare priority of government
The Chief Minister said that our government has kept farmers at the center of its policies. Today all crops in Haryana are procured under MSP. It is done on. In the last 11 crop seasons, Rs 1 lakh 54 thousand crore has been directly transferred into the accounts of 12 lakh farmers. Payment within 48 hours of selling the crop is an example of our honest system. Apart from this, a total amount of Rs 1345 crore was released as bonus at the rate of Rs 2,000 per acre for Kharif crops to reduce the financial burden of farmers due to less rainfall last year. In the last 11 years, the government has given compensation to farmers for crop failure and an amount of more than Rs 15 thousand crore so far under the Pradhan Mantri Fasal Bima Yojana.
He said that by passing the Haryana Agricultural Land Lease Bill-2024, work has been done to restore trust between tenant farmers and land owners. A law was implemented to give 5 years’ imprisonment to those who make and sell fake fertilizers, seeds and pesticides. To promote horticulture, we have implemented Bhavantar Bharpi Yojana. Under this scheme, incentive amount of Rs 135 crore 37 lakh was transferred to the bank accounts of about 30 thousand farmers. An amount of Rs 4 crore 72 lakh 6 thousand has been deposited in the accounts of 2,386 people as compensation for the loss of houses, household goods and animals due to floods in the last monsoon season. At the same time, 5 lakh 37 thousand farmers from 6,397 villages of the state have registered 31 lakh acres of area on the compensation portal. Verification work of this area is in progress. The compensation will be given to the farmers soon after verification of the area on the portal.
Haryana’s ‘recruitment transparency model’ of government jobs has today become an example in the entire country.
The Chief Minister said that the youth of Haryana is full of energy and talent. As a mark of respect to his talent, we have brought revolutionary changes in the recruitment process for government jobs. Interviews have been abolished in Group-C and Group-D recruitments. Today our youth proudly says that he has got the job on the basis of his merit and not on anyone’s recommendation. This ‘recruitment transparency model’ of Haryana has today become an example in the entire country, which has been appreciated by the Prime Minister himself many times. The state government has included 1 lakh 80 thousand youth in government service with complete transparency, and this trend will continue. These include the recruitment of 33,949 youth in the last one year. Recruitment for about 17 thousand posts is going on. This is an example of ‘respect for merit’.
Apart from this, employment security has been given to 1 lakh 20 thousand youth appointed through Haryana Skill Employment Corporation. Service security was provided to contractual employees, guest faculty and guest instructors of the Technical Education Department and extension lecturers and guest professors of colleges. Under ‘Mudra Yojana’, loans worth more than Rs 45 thousand crore have been given to 42 lakh youth. ‘Foreign Cooperation Department’ has been created to provide education and employment to the youth in foreign countries. He appealed to the youth to go abroad through this department. Don’t fall prey to the scams of people sending through the donky route. We are also helping the youth to get employment abroad through Haryana Skill Employment Corporation. So far 176 youth have been sent abroad. Now free passports are being made in the youth colleges themselves. Till now passports of about 37 thousand youth have been made.
