Goa: State government signs MoU with Starlink to enhance digital connectivity and disaster response capability

With an aim to strengthen digital infrastructure and connectivity across the state, the Department of Information Technology, Electronics and Communications (DITE&C) of the Government of Goa on Tuesday signed a Memorandum of Understanding (MoU) with Starlink Satellite Communications Pvt Ltd.

The partnership aims to explore advanced connectivity solutions to support digital inclusion, public infrastructure, coastal security and emergency response capabilities across Goa.

The MoU was signed in the presence of Chief Minister Dr. Pramod Sawant, Minister for Information Technology, Electronics and Communications Rohan Khaunte, Chief Secretary Dr. V. Chandvelou (IAS), Director DITE&C Kabir Shirgaonkar, Acting Director of the Minister Neville Noronha and other senior officials. Prabhakar Jayakumar, Head of Starlink India, was present on behalf of Starlink Satellite Communications Pvt. Ltd.

Speaking on the occasion, Chief Minister Dr. Pramod Sawant said, “The Government of Goa is committed to using technology to accelerate digital transformation and improve the lives of its citizens. This partnership with Starlink is an important step towards achieving our vision of a digitally empowered Goa.”

ITE&C Minister Rohan Khaunte said, “This partnership with Starlink will transform Goa’s governance landscape and boost efficiency and accountability by leveraging modern technology. By bridging the digital divide and improving public services, we will make Goa an even more attractive hub for investment, tourism and talent, while ensuring that our citizens reap the benefits of digital advancements.”

Under the agreement, DITE&C and Starlink will explore collaboration in key areas such as digital connectivity, disaster response capability and smart governance. Starlink Satellite Communications Pvt Ltd, the Indian arm of SpaceX’s Starlink satellite internet services, has expressed interest in testing connectivity solutions including satellite broadband services in areas with limited terrestrial networks.

These initiatives may include providing connectivity to select government schools, health facilities and disaster management centres. The partnership also aims to enhance emergency preparedness, build capacity through training, and explore affordable tariff structures for socially beneficial uses.

Additionally, this collaboration will promote smart governance, tourism and coastal development by enabling connectivity solutions for public infrastructure and services. Officials said that through this MoU, the Government of Goa has reiterated its commitment towards digital transformation by leveraging technology to promote innovation, economic growth and citizen well-being, as well as build a strong digital ecosystem for a sustainable future.
