District level committees of BJP will coordinate the implementation of projects in Bengal with the administration.

Kolkata, May 26 (IANS). The district level core committees of BJP in West Bengal will maintain coordination with the administration to ensure smooth implementation of various development projects, especially centrally sponsored projects.

Insiders in the Bengal unit of BJP said that on May 15, the party’s central observer for the state, Sunil Bansal, had directed that the work of formation of district-level core committees should be completed as soon as possible.

A senior leader of the state said that the names of representatives in each of these district level core committees have already been decided. Presidents, observers, general secretaries, Lok Sabha members and MLAs of the party will be represented among the members of the committees.

District level core committees were formed keeping two objectives in mind. The first objective is to maintain smooth coordination between the organizational representatives of the Party and the elected representatives of the Party from the respective organizational districts.

According to party insiders, the second and most important reason is to maintain smooth coordination between the party and the administration to ensure smooth implementation of development schemes, especially centrally sponsored schemes, in all the districts.

The importance of formation of district level core committees is two-fold. First, in the meetings of the core committees, the instructions of the party’s central and state leadership will be conveyed to the party’s elected public representatives such as MPs and MLAs from the respective organizational districts.

Also, in these core committee meetings, the elected public representatives will be able to give information to the party leadership about the administrative activities going on within the respective organizational districts.

Another leader of the district said that this will enable development activities to be carried out effectively at the district level.

Political experts believe that this initiative is somewhat similar to the way the CPI(M)-led Left Front government worked in West Bengal for 34 years. During that period, the district committees of CPI(M) used to coordinate with the district administration on various administrative matters through their elected MPs and MLAs.

However, during the Left Front government, there was always a fine Lakshman Rekha between the administration and the party leadership. On one hand, the District Secretary of CPI (M) and the President of the Left Front used to announce the party’s policies from the CPI (M) headquarters located at Alimuddin Street in Central Kolkata. On the other hand, administrative decisions were taken by the then Chief Ministers Jyoti Basu and Buddhadev Bhattacharya from the then State Secretariat ‘Writers Buildings’ located in central Kolkata.

That Lakshman Rekha between the ruling party and the administration was completely erased during the previous Trinamool Congress government. At that time, both political and administrative decisions were announced by the then Chief Minister and Trinamool Congress supremo Mamata Banerjee, first from ‘Writers Buildings’ and later from ‘Nabanna’.

A political expert said that it is obvious that any decision of any state government will reflect the policies of the ruling party. However, there should always be a boundary between the political and administrative spheres, which had blurred during the previous Trinamool Congress government. It seems that the BJP is now taking the initiative to re-establish that boundary between the political and administrative realms.
