Chandigarh, June 22 (IANS). The Haryana Cabinet chaired by Chief Minister Naib Singh Saini on Monday approved the ‘Model Online Transfer Policy’ (MOTP) and ‘Teachers Transfer Policy’ (TTP). Its objective is to make better use of human resources, increase employee satisfaction, improve administrative efficiency and strengthen public service delivery.

Under the new policy, the ranking of employees for transfer will be decided using a new 120-point scoring system. The weightage given to age has been reduced from 75 percent to 25 percent.

A new parameter, “Experience in Cadre”, has been added with 25 per cent weightage, while the weightage of special reasons has been increased from 25 per cent to 50 per cent, to give more attention to employees facing genuine difficulties.

The list of recognized serious illnesses includes cases of muscular dystrophy, Behçet’s disease, and specific organ transplants (such as pancreas and bone marrow transplants). The important thing is that no employee or teacher will be transferred within one year of retirement without their express written consent.

The Cabinet also approved directions regarding colonies falling under Yamuna Nagar and Jagadhri Municipal Council, whose buildings were regularized in 1996.

The issue came to light in 2021-22 when the Urban Local Bodies Department launched an online ‘no-dues certificate’ portal linked to GIS-mapped property data.

Colonies regularized before 2005 did not have proper layout plans and ‘Khasra’ information, making proper mapping impossible. As a result, vacant or unmapped plots automatically fell into the “unsanctioned” category.

Further, the Cabinet approved the enactment of the Haryana State Commission for Women (Amendment) Ordinance, 2026. Under this, by amending Section 3 (2) (b) of the Haryana State Women Commission Act, 2012, the number of non-official members has been increased from five to seven.
