Lok Sabha proceedings adjourned till 12 noon amid opposition uproar

On the first day of the winter session of Parliament, the proceedings of the Lok Sabha were adjourned before time, as just 20 minutes after the proceedings began at 11 am, they were adjourned till 12 noon. This was due to repeated sloganeering and protests by opposition MPs demanding a discussion on the Special Intensive Revision (SIR) exercise on voter lists across the country.

Speaker Om Birla called upon the Parliament members to maintain decorum in the House and assured that they were ready to discuss the issues raised by the opposition. He also stressed that the Question Hour should be allowed to continue.

Despite repeated warnings from the Speaker, the opposition MPs continued their protest and sloganeering.

He said, “I once again request you (opposition parties) not to disrupt the Question Hour of the House. This is not the time to raise issues, let the Parliament function.”

There are disagreements, agreements and ideological differences in politics. But debate is the only way to find their solution. Even in the last session, I had requested that we are the largest democracy in the world, so we should have some standards,” Om Birla said during the session.

Calling upon people to raise relevant issues related to problems of various sectors, Birla said, “I request that people have elected you here to talk on issues, raise relevant, strong issues and raise people’s problems and discuss them. I will give time to everyone for discussion, but disrupting the functioning of the House is not a good tradition.”

He said, “I am ready to talk on the issues… Don’t you want to raise the issues? Discuss in Parliament?”

Tributes were paid to former MPs, including actor and former BJP MP Dharmendra, and their services on the first day of the winter session.

The government has listed a total of 13 bills for consideration during the winter session, many of which have not been examined by the standing committee.

Other legislative proposals likely to be considered include the Jan Vishwas (Amendment of Provisions) Bill, 2025; The Insolvency and Bankruptcy Code (Amendment) Bill, 2025; Repeal and Amendment Bill, 2025; National Highways (Amendment) Bill, 2025; Atomic Energy Bill, 2025; Corporate Laws (Amendment) Bill, 2025; Securities Market Code Bill (SMC), 2025; Insurance Laws (Amendment) Bill, 2025; Arbitration and Conciliation (Amendment) Bill, 2025; And Indian Higher Education Commission Bill, 2025.
