Many important bills passed in Haryana Assembly, opposition raised questions on allowances of former MLAs

Chandigarh, December 22 (IANS). During the budget session of Haryana Assembly, Chief Minister Nayab Saini introduced Appropriation Bill No. 4 (Amendment) 2025 in the House. During this, Congress MLA BB Batra accused the government of not implementing the decisions related to former MLAs.

He said that the government had announced to give medical allowance of Rs 10,000 and traveling allowance of Rs 1 lakh to former MLAs, but till now it has not been implemented. Former MLAs are continuously contacting regarding this issue, hence the government should implement it with immediate effect.

BB Batra also termed the traveling allowance of current MLAs as inadequate and demanded a definite increase in it. Assembly Speaker Harvinder Kalyan assured to consider the issue.

During the discussion, Congress MLA Aftab Ahmed said that the flood relief project in his area is stuck for the last four years.

Meanwhile, Haryana Appropriation Bill No. 5 (Amendment) was passed in the House. Education Minister Mahipal Dhanda presented the Haryana Technical Education Guest Faculty (Assurance of Service) Amendment Bill in the House.

Calling it a positive step, Congress MLA Bharat Bhushan Batra said that the government has given service security to the contractual teachers of colleges, but no notification has been issued yet regarding salary and other benefits. However, the bill passed unanimously.

After this, Education Minister Mahipal Dhanda introduced the Haryana Private Universities Amendment Bill 2025 in the House. Congress MLA Raghuveer Singh Kadian said that private universities prepare courses as per the needs of the industry, hence their demand is high. The government should ensure that the amendment does not affect the quality of private universities.

Congress MLA Geeta Bhukkal said that the autonomy of private universities is continuously weakening. He demanded strict monitoring from the government on issues like non-attending courses, awarding degrees without practical examinations and conducting examinations here by universities outside Haryana.

Congress MLA BB Batra said that excessive fees are being charged in private universities. The government should determine the fees and make the admission process transparent. He also raised questions on the provisions related to the appointment of the administrator.

Congress MLA Aditya Surjewala said that there is a need for major reforms in education. He expressed apprehension that the amendment might delay approval of new courses and affect the independence of universities.

Education Minister Mahipal Dhanda said that the suggestions of the opposition will be considered. He clarified that the government will not interfere in the functioning of private universities, but provisions have been made to maintain law and order and prevent anti-national activities. After this the Private Universities Amendment Bill 2025 was passed in the House.

Apart from this, the Haryana Population Vesting, Registration and Resources Amendment Bill of Body Ownership Rights was introduced in the House. Local Government Minister Vipul Goyal said that about 25 lakh people of the state will benefit from this bill. For this, one and a half thousand Patwaris will be appointed and a special cell will be formed for redressal of complaints.

Chief Minister Naib Saini said that the houses built on the abadi deh will now be given ownership rights, so that people will be able to take loans and also sell them. The House also passed this amendment bill unanimously.

Chief Minister Nayab Saini also placed the Haryana Housing Board Amendment Bill 2025 for discussion in the House, which was passed unanimously.
