Bhubaneswar, April 2 (IANS). Taking a major step to successfully complete Census 2027, the Odisha government has directed all departments, district administrations and urban bodies not to transfer officers and employees engaged in census work.
Additional Chief Secretary of the Revenue and Disaster Management Department, Arbind Padhi, has issued necessary guidelines in this regard by writing letters to the Secretaries of various departments, Heads of Departments, Collectors of all the districts, Municipal Commissioners and Chief Census Officers.
The state government has started extensive preparations for the smooth conduct of Census 2027. This process will be completed through digital medium in two phases.
In the first phase, house listing and housing census will be conducted for 30 days from 16 April to 15 May 2026. At the same time, self-enumeration program will be organized from April 1 to April 15, 2026.
In the second phase, population enumeration will be done in February 2027.
The state government said, “In order to make the census work successful, all departments, district administrations and urban bodies have been instructed not to transfer officers and employees engaged in this work. Principal census officers of all districts and municipal corporations have been instructed to complete the training of census personnel within the stipulated time.”
Apart from this, master trainers and field trainers engaged in census work will also not be transferred till March 2027.
The government has also clarified that any transfer of supervisors and enumerators will require prior permission of the concerned District Principal Census Officer.
All heads of departments have been instructed to ensure strict adherence to transfer control guidelines for field level census personnel.
All officers and employees associated with the census will perform their duties under the Census Act 1948 and Census Rules 1990.
The state government has appealed for cooperation from all concerned to make Census 2027 a success.
Meanwhile, the second meeting of the State Level Coordination Committee for Census 2027 was also held under the chairmanship of Chief Secretary Anu Garg at Lok Seva Bhawan on Thursday.
