India has organized the United Nations Procurement Conference amidst the upheaval in the world. This conference of army chiefs of United Nations Procurement countries (UN TCC) will be held from 14 to 16 October in the capital Delhi. This will include senior military heads of about 30 countries contributing to the United Nations peace operations. Interestingly, India has not invited China and Pakistan to this conference. In addition, India has also reacted to the deployment of its soldiers in war -torn areas such as Gaza and Ukraine.

Indian officials have made it clear that India will not deploy soldiers in foreign conflict areas like Ukraine or Gaza unless the United Nations Security Council (UNSC) allows it. India says that the deployment of troops in other countries will be only under the United Nations flag.

Earlier, at the preview program held on 1 October, Lieutenant General Rakesh Kapoor, AVSM, VSM, Deputy Army Chief (IS&T) addressed the gathering on behalf of the Chief of Army Staff and warmly welcomed all the guests. He said that hosting this multilateral event is a matter of pride for India. The purpose of this conference is to create a shared platform where the experience, approach and commitment of different countries and armies will come together to discuss the responsibilities of peace establishment under the United Nations Charter.

The program said that India’s contribution is very large, which shows India’s cultural values, moral foreign policy and commitment to global peace and security. In the last 75 years, India has sent over 2,90,000 peace soldiers in 50 missions, out of which 182 soldiers have made supreme sacrifice. India created history by deploying the first ‘all women police contingents’ in Liberia in 2007. Recently, in February, India hosted a conference of women’s peace soldiers of Global South, in which 35 countries participated.

India’s initiative: During its chairmanship by the United Nations Security Council (UNSC), India played an important role in adopting major documents such as “Accountability for Crimes against United Nations peace soldiers” and “Techniques of peace installation” in 2021. Also, in June 2023, India sponsored a proposal to set up a ‘memorial wall’ in memory of peacekeepers at the United Nations Headquarters in New York. India has consistently advocated better mandate, protection of peace soldiers and proper representation of countries that contribute.

The main features of the conference: This three -day conference will have two major sessions:

1. Capacity building and resources raising for continuous peace campaigns. 2. Use of technology in peace campaigns

The delegation will also consider India’s self -reliant defense initiatives and technical solutions and pay tribute to the martyrs at the National War Memorial.

India invited these countries

Algeria, Armenia, Bangladesh, Bhutan, Brazil, Burundi, Cambodia, Kot de Ivara, Ethiopia, Fiji, France, Ghana, Indonesia, Kazakhstan, Kenya, Kyrgyzstan, Madagascar, Malaysia, Mongolia, Morocco, Nepal, Naijariya, Rawanda, Seengal, Sri Lanka, Tanjania, Tanjania, Tanjania, Tanjania, Tanjania, Tanjania, Tanjania, Tanjania, Tanjania, Tanjania, Uruguay, Vietnam, Italy

5 -S approach and criteria: This conference will be held in line with Prime Minister Modi’s ‘5 -S approach’ – dialogue, cooperation, peace and prosperity. Also, it also corresponds to the approach of India’s “new direction for the” improved multilateral system (NORMS) “. Defense Minister Rajnath Singh said, “India is committed to promoting dialogue, understanding and cooperation. We can all together create a future where everyone can live with peace, harmony and respect.

This conference is expected to develop technical options to develop the shared understanding of the realities of peace campaigns, strengthen the counseling process, increase the safety of peace soldiers and improve the effectiveness of the mission. The question of deployment in Gaza-Ukraine, Joint Secretary (International Cooperation) of the Ministry of Defense, Vishwesh Negi, while replying to the potential deployment, said, “It is very impossible that the United Nations Shanti Sena will be deployed in Ukraine or Gaza.” Citing the structure of the United Nations Security Council, he clarified that it is difficult to create such an agreement. Negi said, “India only sends the army abroad under the United Nations flag and this is our long -term policy.”

India has been a major contributor to the United Nations Peace Campaign. Since the 1950s, India has deployed more than 3 lakh soldiers in more than 50 campaigns, and 182 Indian soldiers have lost their lives, which is the highest from any country. Currently, around 5,000 Indian soldiers are deployed in 11 active operations, including Sudan, Congo Democratic Republic, Golan Heights, South Sudan, Mali, Lebanon, Abi Jaan Heights, Cyprus, Central African Republic, Western Sahara and Middle East. India is the third largest contributor after Nepal and Bangladesh.

Pakistan and China have not been invited to invite Pakistan and China not to invite stressful relations between India and Pakistan keeping in mind the dispute. According to sources, all military-to-world contacts are postponed due to the alleged involvement of the Pakistani Army and the Inter-Services Intelligence (ISI). In the case of China, border tension and strategic concerns have affected the decision. Although both countries are prominent contributors among the United Nations peace soldiers, India has limited the event to multilateral cooperation.
