In the review meeting held under the chairmanship of Rajesh Kumar, many important suggestions and instructions were given regarding the functioning of RERA, monitoring of projects, redressal of complaints, registration of builders and effective control over illegal plotting and construction.
In the review meeting related to RERA, the progress of the works, achievements and future action plan were discussed in detail. Secretary Housing and State Property Dr. R. Rajesh Kumar directed that the best arrangements should be adopted for Uttarakhand by doing a comparative study of the RERA arrangements implemented in different states of the country like Maharashtra, Karnataka, Telangana, Delhi, Assam and Himachal Pradesh. For this, a detailed report will be prepared and a blueprint of the reforms to be implemented in the state will be prepared.
Secretary Housing and State Property Dr. R. Rajesh Kumar also suggested in the review meeting to integrate RERA’s online portal with Ease of Doing Business, so that project registration and approval processes can become more simple, transparent and time-bound.
Consent of two-thirds of allottees is necessary for changes in the approved map.

Rajesh Kumar also proposed in the review meeting that it should be clearly mentioned in the certificate issued after RERA registration that before making any changes in the approved map, it will be mandatory to take the consent of at least two-thirds of the allottees of the concerned project. This will ensure better protection of the interests of flat and plot buyers. Apart from this, there was also discussion on further strengthening the builder and promoter registration system in the state. Emphasis was laid on developing a system for promoters to provide complete records of projects developed in the past, so that buyers can get information about the track record of the developer.
RERA keeps an eye on illegal plotting, information about action will be shared with authorities
In the review meeting, serious concern was also expressed over the increasing illegal plotting and construction activities without approval across the state. Secretary Housing said that information about such cases is continuously coming to light from various development authorities. Instructions were given to conduct a detailed study on how effective control can be established at the RERA level. It was also decided that information about the constructions against which sealing, demolition or other action is taken by the development authorities should also be made available to RERA. This will provide information to buyers about potentially risky projects and increase transparency in the real estate sector.
The meeting also emphasized on setting a clear timeline for approval of projects so that investors and buyers do not face unnecessary delays.
Current Chairman in-charge of RERA, Naresh Mathpal told in the meeting that for all real estate projects with plot area more than 500 square meters or more than eight constructed units, it is mandatory to register with RERA before advertisement, booking, allotment and buying and selling. He informed that a time limit of 30 working days has been set for disposal of the applications received for project and agent registration.
Giving information on the achievements of RERA, current in-charge Chairman Naresh Mathpal said that since its formation in the year 2017, 689 real estate projects have been registered in the state. Uttarakhand ranks second in terms of project registration among the Himalayan states. The state ranks first with 510 registered real estate agents.
RERA’s performance in the field of complaint redressal has also been remarkable. The authority has so far received 1342 complaints, out of which 86 percent have been resolved. 100% disposal of complaints received through CM Helpline and CPgrams has also been done.
Information about the implementation of Bank Account Direction-2025 was also given in the meeting. Under this, a provision has been made to open three separate bank accounts for each real estate project, so that monitoring of project funds and financial discipline can be strengthened. Joint Secretary Housing Dhirendra Kumar Singh, Assistant Secretary Narendra Singh Rawat, Section Officer Rahul Sundriyal, member Pankaj Kulshrestha, Assistant Engineer Anand Shankar and other officers were present in the meeting.

Secretary Dr. R. Rajesh Kumar said that the state government under the leadership of Chief Minister Pushkar Singh Dhami is committed to complete transparency, accountability and protection of consumer interests in the real estate sector. In the review meeting, we studied the successful systems of other states and discussed implementing the best practices in Uttarakhand. Our priority is to ensure that every project is operated as per the rules and common citizens get a safe and reliable investment environment. Better coordination will be established with all concerned agencies for effective control on illegal plotting, unauthorized construction and violation of rules. Also, RERA processes will be made more simple, digital and time-bound so that investors, home buyers and developers can benefit from a transparent system. Necessary reforms will be implemented in a phased manner to make the real estate sector in the state streamlined, accountable and public welfare.
