New Delhi, June 16 (IANS). Union Minister of State for Science & Technology and Earth Sciences Dr Jitendra Singh on Tuesday said that after Jammu and Kashmir became a Union Territory from the erstwhile state, the benefits of good governance and pension reforms in the last 12 years have reached a large section of employees and pensioners.
According to an official statement, Dr Singh said that after the reorganization of Jammu and Kashmir, the number of central government employees in the region increased, due to which some challenges related to workload and service delivery had emerged in the initial phase.
He said that these challenges have been gradually resolved with the coordinated efforts of the government and related institutions.
During the event, the Department of Pension & Pensioners’ Welfare and Jammu and Kashmir Bank jointly launched a new initiative aimed at expanding pension related services and making these services more accessible to the pensioners of the Union Territory.
Singh said that this partnership will further strengthen the service delivery system and help more pensioners of Jammu and Kashmir easily avail the benefits of the ongoing pension reforms.
He said that due to the reforms that have taken place in the last decade, the Department of Pension and Pensioners’ Welfare is now being seen not just as an institution that completes the pension process, but actually as an institution dedicated to the welfare of pensioners.
The Minister credited the ‘Bhavish’ platform for bringing about a major reform in pension administration, which has enabled complete digitalization of the pension process. Now pension payment orders are linked to DigiLocker, giving retired employees paperless, transparent and easy access to pension documents.
After the launch of digital life certificate facility through face authentication technology, pensioners can submit life certificate sitting at home from their mobile phones.
Dr. Singh said that the nationwide Digital Life Certificate campaign launched in November 2025 saw record participation. During this period, more than 1.91 crore digital life certificates were created across the country, out of which more than 1.16 crore certificates were issued through face authentication technology.
The government has also strengthened the grievance redressal system. For this, systems like CPENGRAMS, subject-based review mechanism and National Pension Adalats have been implemented, which have enabled faster resolution of pension related complaints.
He said the reforms undertaken in matters relating to family pension, additional pension, retirement benefits and missing employees have further strengthened the social security system for pensioners and their families.
