Government launches program to train scientists in governance under Mission 'Karmayogi'

New Delhi, April 5 (IANS). Union Minister of State Dr Jitendra Singh on Sunday launched the first special program on Administrative Capacity Building for Scientists and Academicians under the Mission Karmayogi framework, which aims to equip scientific and academic leaders with governance and decision-making skills.

The initiative was announced during a special session of ‘Sadhana Saptah’, where the Minister highlighted the long-standing gap in administrative training for scientists and academicians.

He said many professionals in these sectors often take on leadership roles without formal experience of governance processes, so structured training is essential.

He said the new program is designed to systematically address this problem, reducing reliance on informal or self-study methods, which can be irregular and time-consuming.

He further said that the training modules will continue to evolve over time to keep pace with emerging technologies such as artificial intelligence (AI), while also ensuring a balance between technology and human judgment.

The Minister also outlined new priorities for the Capacity Building Commission, including the creation of specialized modules for specific administrative tasks.

He suggested starting a focused course on handling of parliamentary questions to improve procedural understanding among officials.

Additionally, short training programs could be developed for newly appointed civil servants and assistant secretaries to help them better understand the governance systems.

Emphasizing on a change in approach, Singh said capacity building should move beyond rule-based systems towards more flexible, role-based models.

He said it has become necessary to integrate private sector practices in governance, as traditional separation is no longer effective in today’s rapidly changing environment.

Capacity Building Commission Chairperson S. Radha Chauhan also expressed similar views, saying that the next phase of Mission Karmayogi will focus on making public institutions more adaptable and humane.

Chouhan stressed that even as the importance of Artificial Intelligence (AI) continues to grow, governance must remain citizen-centric.

He also oversaw the signing of a Memorandum of Understanding to promote global knowledge partnership in capacity building between the Capacity Building Commission and Research and Information Systems for Developing Countries.
