New Delhi, June 17 (IANS). Union Home Minister Amit Shah reviewed the National Cyber ​​Crime Helpline 1930 in a high-level meeting in New Delhi and directed to further improve it. The meeting also reviewed various citizen-centric mechanisms put in place to provide prompt relief to citizens from cyber crimes, especially cyber financial frauds.

He said that National Cyber ​​Crime Helpline 1930 has emerged as an important platform for citizens to lodge simple and quick complaints of cyber crimes, especially financial cyber fraud cases. He laid special emphasis on ensuring that timely assistance is available to every citizen who contacts the helpline for assistance and that no complaint remains ignored or pending.

The Union Home Minister directed that the 1930 helpline system be comprehensively modernized and its efficiency, quick response capability and service delivery be improved using advanced technologies including Artificial Intelligence (AI). He said that the advanced system should be helpful in prompt registration of complaints, intelligent call routing and effective management of citizen complaints.

He said that the Modi government is committed to building a secure, technology-driven and citizen-centric cyber crime prevention and response mechanism. He directed to strengthen the 1930 call centers operating in the states and union territories in terms of technology and infrastructure. The Home Ministry will provide necessary support for hardware and technical upgradation of these call centres, while States and Union Territories will be requested to provide adequate human resources at these centers to ensure time bound resolution of each complaint.

He also directed that all the state level 1930 call centers be upgraded with robust Interactive Voice Response (IVR) system to ensure effective management of calls and seamless forwarding at appropriate level.

With a view to further strengthen the national cyber crime response mechanism, the Union Home Minister directed to set up 1930 national level call centers with adequate human resources and call handling capacity. This National Call Center will handle calls that remain unanswered across states and ensure that every aggrieved citizen receives timely assistance and prompt registration of his/her complaint. The meeting also reviewed the performance of the Citizen Financial Cyber ​​Fraud Reporting and Management System (CFCFRMS), a flagship initiative of the Ministry of Home Affairs to combat cyber financial fraud. This system helps to quickly stop fraudulent financial transactions through the banking system, increasing the security and chances of recovering victims’ funds.

The Union Home Minister mentioned that the Home Ministry had issued a Standard Operating Procedure (SOP) in January, 2026 for speedy disposal of cyber financial fraud cases. This SOP ensures coordinated action between banks, financial institutions, law enforcement agencies and other concerned stakeholders, so that the funds held in the banking system are promptly returned to the aggrieved citizens. It is noteworthy that the Supreme Court has also directed all the High Courts to implement this SOP.

During the review meeting, the Union Minister directed to regularly review the Money Restoration Module (MRM) and Grievance Redressal Module (GRM) developed under CFCFRMS. He said that the effective implementation of these modules should also be regularly monitored at the state level, so that the complaints are resolved in a timely manner and the amount of the affected citizens can be returned as soon as possible. Also, prompt action can be taken on unnecessarily frozen bank accounts and responsibilities related to it can also be fixed. So far, about one lakh citizens have benefited from the money restoration and grievance redressal system.

In the meeting, the officials informed the Union Home Minister that till now 94 lakh such bank accounts have been uploaded in the money restoration and grievance redressal system started under the SOP, from which the amount can be returned. The Union Home Minister also stressed the need to more effectively address the problem of mule bank accounts being used by cyber criminals to commit financial frauds.
