New Delhi, June 19 (IANS). Over the last 12 years, the Central Government has taken several important steps to ease the lives of pensioners and make pension-related services more transparent, accessible and citizen-centric. Under the vision of Digital India and ‘Ease of Living’, Department of Pension and Pensioners’ Welfare (DOPPW) has leveraged technology, public participation and extensive awareness campaigns to deliver services to pensioners across the country. This information has been shared in an official statement on Friday.
The statement said that one of the biggest achievements of the government has been the digitalization of the process of submitting life certificate. Aadhaar-based digital life certificate ‘Jeevan Pramaan’ was introduced in 2014, while face authentication technology was added in 2021. After this, pensioners can now submit life certificate anywhere and anytime with the help of their smartphones.
To extend this facility to more and more people, the department has launched four National Digital Life Certificate (DLC) campaigns from the year 2022 till now. More than 1.91 crore Digital Life Certificates were collected during DLC Campaign 4.0 held in November 2025, of which more than 57 lakh were from central government pensioners. This is being considered a great example of effective governance through digital technology.
The Government has developed an active network of 57 Pensioners Welfare Associations (PWAs) across the country to strengthen participatory governance. These institutions work as an extension of the department to provide information on various services to pensioners, help in resolving complaints and assist in making the Digital Life Certificate campaigns successful.
According to the statement, to further improve the pension delivery system, DOPPW has started Bankers Awareness Program (BAP). So far, 13 such programs have been organized in collaboration with major pension disbursing banks, the objective of which is to educate bank officials and employees about pension rules, procedures and new digital services, so that pensioners can get better and faster services. This has also improved the quality and efficiency of banking services.
The government is also conducting Pensioners Awareness Program (PAP) across the country. Through these programs, pensioners are given information about pension rules, digital services, grievance redressal system and various welfare schemes.
The statement further said that these programs also provide a platform for direct communication between pensioners and the concerned departments, enabling pensioners to avail government services with more confidence.
