Ajmer. A sensational case has come to light in Rajasthan’s Ajmer city of a colonizer carrying out a land scam worth crores of rupees right under the nose of the government machinery. In the ongoing ‘GS Lake Avenue Project’ in Chachiyawas, government drains and valuable lands of Ajmer Development Authority (ADA) have been illegally occupied by flouting the rules. Surprisingly, the ‘Seven Wonder Park’ built under Ajmer Smart City has been razed to the ground on the orders of the Supreme Court due to illegal construction in the buffer zone of Anasagar Lake. Without learning from this major action, ADA officials continued to watch this new illegal project as mute spectators.
This is how customers were deceived by calling the drain a ‘lake’.
Spread over a total land area of about 96,000 square meters, more than 60 percent work of this project has been completed and plots are being sold to people on the pretext of ADA approved map. The colonizer changed the entire look of the government water source to give it a premium look:
Island made in the middle of the drain: An illegal ‘island’ has been created by making a big mound of soil in the middle of the government drain (Khasra No. 2069) spread over an area of about 10,000 square meters. According to the rules, such construction is completely prohibited in any water source or flow area.
Paved road was made by laying pipes: To stop the natural flow of water, a paved road was built over the drain without making an RCC culvert, just by laying cement pipes.
Concrete construction in the buffer zone: According to the rules, it was mandatory to keep the buffer zone of 9 meters from the flow area of the drain completely empty. But the colonizer has constructed concrete pathways, iron culverts and railings in this area.
Boundary wall on 8,100 square meters of government land: The colonizer has captured his private land as well as 1000 square meters of Khasra No. 2068 and 7100 square meters of government land registered in the name of ADA within his illegal boundary wall and main gate.

Interestingly, the layout plan and map of this controversial project was passed by the responsible officials of ADA. The list includes: Bharatraj Gurjar (RAS), Deputy Commissioner North, ADA, Mukesh Mittal, Director (Planning), ADA, Sunita, Tehsildar, ADA, Anurag Mishra, Sub-Town Planner, ADA, Sunita Jatav, Inspector of Land Records, ADA, Manoj Kumar, JEN, ADA.
Project Timeline: From Khatedari to RERA Registration
This project is being done by M/s G.S. It is being operated by Mukesh Kumar, the authorized representative of Dream Home LLP. 18 August 2023: Land was purchased from account holders. 09 October 2023: 90-A (Land Use Diversion) was done for residential use of agricultural land. 18 September 2024: Layout passed by Ajmer Development Authority. 20 December 2024: Registration received from RERA, in which the period for completion of the project has been fixed as 16 September 2027.
Action will be taken after investigation
According to media reports on this entire matter, project representative Pavitra Kothari has claimed that the work is being done as per the ADA approved maps and rules. On the other hand, Ajmer Development Authority Deputy Commissioner (North) Jaipal Singh Rathod said that considering the seriousness of the matter, a detailed investigation of the GS Lake Avenue Project will be conducted and if construction is found against the rules, then strict legal action will be taken.
