Chandigarh. The National Commission for Scheduled Castes (NCSC) has taken suo motu cognizance of the suicide of Dalit IPS officer Y Puran Kumar. On Friday, NCSC issued a notice in this regard to the Chief Secretary of Chandigarh and the Director General of Police (DGP), asking them to submit a complete report of the action taken within seven days. This notice has been issued in exercise of the powers of the Commission under Article 338 of the Constitution of India. After the incident, the Commission has decided to start an investigation considering the seriousness of the matter. The Commission clarified that the report should include the names of all the accused, number of FIR lodged, date and relevant sections, status of arrest of the accused and details of compensation paid to the victim’s family (if any).
This step has been taken to protect the rights of the Dalit community and ensure a fair investigation into the case.
In the letter sent by NCSC to the Chief Secretary and DGP, it has been warned that if the reply is not received within the stipulated time limit, then the Commission will use the powers of the civil court under Article 338 of the Constitution.
Under this, the Commission can issue summons for their attendance personally or through their representative. This step has been taken to prevent delay or negligence in the matter.
The suicide of Y Puran Kumar has created a stir in the Chandigarh administration and police department. The Commission believes that a thorough investigation of this incident is necessary, because it is a matter related to a senior official of the Dalit community.
Today’s date is 10th October and the deadline to submit the report is till 17th October. The Commission also said that if needed, it can itself go to Chandigarh to investigate the matter.
It is clear from this notice that NCSC is taking this matter seriously and is expecting timely action. Now the pressure has increased on the Chandigarh administration to speed up the investigation and submit the report on time.
