Controversy over new UGC rules 2026, Modi government's ally party itself gave warning

A political storm has arisen regarding UGC’s new Equity Regulation 2026. Modi government’s ally Janata Dal (United) (JDU) has reacted strongly and issued a warning. Party spokesperson and Legislative Council member Neeraj Kumar said that the feeling of neglect or resentment in any section of the society is not good for democracy. This statement has come at a time when a petition has been filed in the Supreme Court against the rules, and dissatisfaction is being seen within the BJP as well.

Controversy over new rules of UGC
UGC Equity Regulations 2026 come into effect this month. These include the OBC category in the definition of caste-based discrimination, but remove the provisions for fine or suspension for false or malicious complaints. The general public alleges that this may lead to misuse of the law, and those making false complaints will not be punished. With this, general category students and teachers can be targeted. Several BJP officials have resigned in protest against the rules, and political tension has increased in Uttar Pradesh.

Challenge in Supreme Court
After the growing controversy, a petition has been filed in the Supreme Court. The petitioners allege that the definition of caste-based discrimination is not inclusive, and certain categories are excluded from institutional protection. The petition demands that the rules not be implemented in their current form, and that caste-based discrimination be redefined in a “caste-neutral and constitutionally compliant” manner. It says, “All persons who are victims of discrimination on the basis of caste should be protected, irrespective of their caste.” An appeal has been made to the Central Government and the UGC to issue interim instructions so that ‘Equal Opportunity Centres’ and ‘Equality Helplines’ are available without any discrimination.

JDU’s stance and mention of Nitish Kumar
JDU spokesperson Neeraj Kumar said in a statement, “Dr Bhimrao Ambedkar drafted the Constitution, which gives everyone the right to express their views. Chief Minister Nitish Kumar is a role model for development and respect with justice for all.” He emphasized that various comments are being made on the new UGC rules, but now the decision of the Supreme Court will be important for everyone. This statement may fuel fears of a rift within the NDA alliance, as JDU is a key ally of the Modi government.

Political turmoil over UGC rules
This controversy has become the first major political issue after the implementation of UGC rules in 2026. Jitan Ram Manjhi’s party has also protested citing fundamental rights. Experts believe that this could be an attempt to take advantage of the resentment of the general class, which will have an impact on the coming elections. JDU’s warning may increase tension within the NDA, and the Supreme Court’s decision will decide the direction of further events.
