India-Russia: Both sides reiterated commitment to peace and stability in the Middle East and West Asia

New Delhi, November 5 (). Russian President Vladimir Putin came to India on his two-day state visit. The 23rd annual meeting between the two took place here. The objective of this meeting was to further strengthen partnership in important areas like defence, trade, energy and economic cooperation.

During this, both sides appreciated the close coordination between India and Russia on Afghanistan, including the dialogue mechanism between the Security Councils of the two countries. He stressed the important role of the Moscow format meetings.

The two leaders welcomed the counter-terrorism measures against international terrorist groups, including ISIS, ISKP and their affiliates, and expressed confidence that the fight against terrorism in Afghanistan will be comprehensive and effective. He stressed the need to ensure immediate and uninterrupted humanitarian assistance to the Afghan people.

Both sides reiterated their commitment to peace and stability in the Middle East/West Asia, called for restraint, protection of civilians and compliance with international law, and the need to refrain from actions that could escalate the situation and compromise regional stability. He stressed the importance of resolving the Iran nuclear issue through dialogue. They expressed concern over the humanitarian situation in Gaza and stressed the importance of remaining committed to the agreements and understandings reached between all parties concerned for an end to the conflict, humanitarian assistance and lasting peace.

Both sides focused on the importance of expanding efforts to combat climate change and achieving the goals of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. The two sides welcomed the first meeting of the Joint Russia-India Working Group to be held in New Delhi on September 10, 2025 within the framework of the MoU on issues related to climate change and carbon emissions reduction. Both sides agreed to accelerate bilateral negotiations on mechanisms for the implementation of Article 6 of the Paris Agreement, development of carbon emission reduction technologies and use of sustainable financial instruments.

Both sides agreed to continue dialogue within the G20, BRICS and the Shanghai Cooperation Organization (SCO) on key issues of climate change. Both sides welcomed the results achieved by the coordinated work of the BRICS Contact Group on Climate Change and Sustainable Development, including the launch of the BRICS Climate Research Platform and the BRICS Laboratory for Trade, Climate and Sustainable Development. Both sides encouraged fruitful cooperation in the field of combating climate change in BRICS during India’s Chairmanship of the grouping in 2026.

Both sides expressed satisfaction at the resilience of the India-Russia Special and Privileged Strategic Partnership and the coordination and complementary approaches of their foreign policy priorities, and reaffirmed their commitment to further strengthen it. He stressed that as major powers, India and Russia will continue to strive for global peace and stability in a multipolar world as well as multipolar Asia.

President Vladimir Putin thanked Prime Minister Narendra Modi for the warm hospitality extended to him and his delegation in New Delhi and invited them to visit Russia for the 24th India-Russia Annual Summit in 2026.
